Statement of Work (SOW) / Performance Work Statement (PWS)

To provide fabrication and shipment of bleed air hoses for the USS O’KANE DDG 77.

Fabrication of specific bleed air hose assemblies and shipment to the USS O’KANE DDG 77. The required hose specifications are:

• Hose Dogleg Assembly: 321CRES Flanged RF, 300 PSI, 4" NPS, 39-1/2" x 39-1/2" (Quantity: 1) - BIW CAT-20850-019
• Hose Dogleg Assembly: 321CRES Flanged RF, 300 PSI, 4" NPS, 45" x 39-1/2" (Quantity: 2) - BIW CAT-20850-035
• Hose Dogleg Assembly: 321CRES Flanged RF, 150 PSI, 4" NPS, 39" x 45" (Quantity: 3) - BIW CAT-20850-051
• Hose Assembly: CRES 321, Style SS-1, single braid coupled with 150# 321 SS weld neck flanges, with 321 SS braid collars, 39" leg x 47" leg, 275 PSI wax WP at 70 degrees w/hydro test to 425 psi for 10 minutes (Quantity: 1) - BIW CAT-20850-0183

Starts: August 1, 2026

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items for USS O’Kane (DDG-77) Bleed Air Hoses. The government is requesting quotations and will issue a written solicitation. The solicitation is being conducted under FAR Part 13 Simplified Acquisition Procedures and FAR 12.6 Streamlined Procedures for Commercial Items.

• The primary requirement is for Bleed Air Hoses for the USS O’Kane (DDG-77).

• Refer to the attached Statement of Work (SOW) for detailed requirements.

• New Equipment ONLY; no remanufactured or "gray market" items.

• All items must be covered by the manufacturer's warranty.

• No partial shipments are permitted unless specifically authorized at the time of award.

• Contract Type: Firm Fixed Price (FFP).

• Period of Performance: See attached SOW.

• Delivery: FOB Destination.

• Inspection and Acceptance: At Destination by the Government.

• Quotations may be submitted via email to jason.a.pelle.civ@us.navy.mil.

• Reference the solicitation number on all documents and requests for information.

• Quotes must be received no later than [Date and Time to be specified in solicitation].

• Evaluation will be based on price and technical factors, with consideration for past performance if necessary.

• Technical questions are to be submitted via email no later than [Date and Time to be specified in solicitation]. Answers will be provided via amendment.

• NAICS Code [Code to be specified] is applicable.

• Contractors must complete all Representations and Certifications in their SAM.gov profile.

• The solicitation document incorporates provisions and clauses in effect through the latest Federal Acquisition Circular and DFARS change notices.

• Post-award contract administration will be performed by NAVSUP Fleet Logistics Center San Diego.

• Payment is anticipated via Wide Area Workflow (WAWF).

• Unit prices may be releasable under the Freedom of Information Act (FOIA).
