Statement of Work (SOW) / Performance Work Statement (PWS)

To maintain the grounds and landscaped areas of the Little Snake Field Office (LSFO)/Craig Complex, ensuring a healthy, clean, neat, and professional appearance.

• Lawn Services (April 1 - November 1):

  • Mowing approximately 9,598 sq. ft. of turf, maintaining grass height at least four inches, ensuring a smooth and even surface.
  • Bagging and disposing of grass clippings from the first mowing; mulching or bagging subsequent clippings.
  • Trimming non-turf areas (approx. 16,098 sq. ft.), including areas around sprinkler heads, edges between turf and landscaped areas, signposts, sidewalks, benches, and "Smokey Bear" sign.
  • Removing weeds in rock areas, against curbs, and between sidewalk/asphalt joints.
  • Applying weed and feed to turf three times during the contract period (spring, mid-summer, fall), using approved chemicals.
  • Performing spring clean-up (thatching, aeration, flowerbed maintenance).
  • Starting up the sprinkling system by May 1 (repairs billed separately).
  • Trimming trees along west and north sidewalks to ensure clear passage (limbs below 6 feet removed).
  • Removing leaves from premises twice during the contract period (during spring clean-up and at the end of the mowing season).

• Sidewalk Shoveling/Snow Removal (November 1 - March 31):

  • Removing snow and ice from designated sidewalks, landings, and entrance ramps.
  • Ensuring a 3-foot pathway is clear of snow and ice.
  • Performing removals when accumulation exceeds one inch or within one hour after snowfall stops.
  • Placing excess snow in designated accumulation points.
  • Removing snow/ice from designated sidewalks before 7:00 am.
  • Removing ice immediately by sanding (no salt to be used).

• Lawn Services: April 1 through November 1 annually.

• Snow Removal: November 1 through March 31 annually.

• Contract Period: October 1, 2026 - September 30, 2031.

• Location: Little Snake Field Office (LSFO)/Craig Complex.

• Contractor must furnish all necessary equipment and personnel, licensed and certified as mandated by law.

• Minimum required equipment includes a mulching lawnmower, nylon spool-type trimmer, and various hand tools.

• All chemicals used for weed control must be approved prior to use and applied by a certified applicator.

• Contractor is responsible for identifying and repairing any damage to sprinkler heads caused during mowing.

• Winterizing the sprinkler system by October 1.

• Government will evaluate performance based on a Quality Assurance Plan (Appendix B).

  • Filled in Schedule of Prices (Attachment 3, Excel format).
  • Technical Proposal detailing capabilities, resources, past performance, references, subcontracting plan (if applicable), and quality control plan. The technical proposal must address PWS requirements and demonstrate technical acceptability.

• Evaluation will be based on a comparative analysis, with Price being the most important factor, followed by Technical Approach (acceptable/unacceptable), and then Past Performance/Relevant Experience.

• The government may make award without conducting discussions.

• This acquisition is set aside 100% for Women-Owned Small Business (WOSB).

• Any questions must be submitted via email prior to the closing date to allow time for research and potential amendment posting.

• All invoices must be submitted directly to www.ipp.gov and include an itemized matching attachment.
