BLOOD AND BLOOD COMPONENTS

This is a combined synopsis/solicitation (RFQ) for commercial items to procure blood and blood components for the Louis Stokes Cleveland Veterans Affairs Medical Center (CLE VAMC), Pathology and Laboratory Medicine Service (PLMS). The Department of Veterans Affairs (VA) requires a reliable, continuous, and regulatory-compliant supply to support inpatient and outpatient clinical services. This is a mission-critical requirement with no substitute for human blood.

• Furnish all labor, materials, testing, processing, packaging, transportation, regulatory compliance, and associated services for blood and blood components.

• Maintain operational capability for routine, urgent, and emergency transfusion requirements, including specialty products and immunohematology reference services.

• Ensure continuity of supply during increased demand, shortages, or emergencies.

• Products must meet specific suitability requirements, including FDA testing for infectious disease markers and ABO/Rh typing.

• Specific requirements for Red Blood Cells (minimum shelf life) and Platelets (pathogen reduction technology, shelf life).

• Capability to provide irradiated blood products, washed packed red blood cells, antigen-negative/phenotypically matched units, and molecular typing upon request.

• Provide volunteer donor blood compliant with FDA regulations and donor eligibility criteria.

• Maintain FDA registration, U.S. Biologics License, and AABB accreditation.

• Provide 24/7/365 support, with emergency (STAT) deliveries within 2 hours and critical emergency response within 10 minutes.

• Handle returns and credits for damaged products, recalls, or shipping discrepancies.

• Provide access to an AABB-accredited reference laboratory.

• Contract Type: Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (IDIQ).

• Period of Performance: Base Year (July 1, 2026 – June 30, 2027) plus four (4) Option Years (through June 30, 2031).

• Estimated Value: Minimum ordering quantity of $450,000.00 for the Base Year. Maximum cumulative value not to exceed $7,000,000.00.

• Evaluation Factors: Technical Capability, Past Performance, and Price. Technical Capability and Past Performance combined are significantly more important than Price.

• Submission Requirements: Offerors must provide unit pricing and extended pricing for all CLINs for the Base Year and four Option Years. A Small Business Subcontracting Plan is required for other than small business concerns.

• Offerors must be registered and active in SAM.gov.

• Awards will be based on Best Value to the Department of Veterans Affairs.

• This requirement will be awarded on an all-or-none basis.

• Pricing must be provided for all Contract Line Item Numbers (CLINs).
