Purpose & Background
The VA EHRM-IO is migrating VAMCs from VistA to the Oracle Health (OH) Millennium EHR. Many VAMCs operate blood banks and require validation services for the Oracle Health Pathnet Blood Bank system prior to go-live. These services are mandated by regulatory and accreditation organizations (FDA, AABB, CLIA, TJC) to ensure patient and blood product safety. This RFI is for market research to determine a viable path for a future solicitation.
Scope of Services
The anticipated scope of work, outlined in the Draft PWS, includes:
- Project Management: Developing a Contractor Project Management Plan (CPMP) and providing progress reports.
- Blood Bank Validation: Performing Installation Qualification (IQ), Operational Qualification (OQ), Performance Qualification (PQ), Computer System Validation, and Risk Assessment for VA blood bank locations. This involves validating critical system messages, order entry, product handling, crossmatch processes, and instrumentation connectivity.
- Enterprise Validation Plan: Developing an overarching plan and site-specific templates.
- Validation Execution: Reviewing SOPs, conducting system reviews, executing test scripts, and documenting results.
- Optional Task: Performing site-specific blood bank validations.
RFI Response Requirements
Interested parties are requested to provide:
- Their business size classification (SDVOSB, VOSB, other small business) and relevant NAICS codes.
- Any questions or concerns regarding the Draft Performance Work Statement (PWS).
- A capability statement (limited to 5 pages and 5 MB) detailing the company's ability to meet the draft PWS requirements, including relevant experience and references.
