• Evaluation will be based on a comparative evaluation process, considering price and other factors to determine the most advantageous offer.

This solicitation is for a Firm-Fixed-Price contract to provide courier services for the transportation of perishable blood components and specimens. The services are required for the Atlanta Veterans Administration Medical Center (VAMC) and its surrounding clinics.

• Provide courier service to transport perishable blood products and laboratory specimens.

• Services are required from the Decatur, GA VA Medical Center Blood Bank to various locations including American Red Cross, LifeSouth Community Blood Center, Dekalb Medical Center, Emory University Hospital, Grady Memorial Hospital, and Northside Hospital, and vice versa.

• The contractor must provide hand-trucks for carrying multiple boxes of components.

• STAT service (without delay) is required seven (7) days a week, twenty-four (24) hours per day, including weekends and holidays.

• STAT service for one (1) round trip should not exceed one hundred thirty-five (135) minutes.

• Approximately one (1) to four (4) trips may be requested daily.

• The contractor is responsible for maintaining the shipping container and its contents at appropriate temperatures during transport (20-24°C for platelets/specimens, 1-10°C for red blood cells, -18°C or colder for frozen components).

• Customer service call center must be based in the United States.

• Contract Type: Base plus Four (4) option years.

• Period of Performance: Base Year: April 1, 2026 - March 31, 2027. Option Years 1-4 follow sequentially.

• Total contract duration, including options, shall not exceed five (5) years.

• Offer Due Date: February 27, 2026, 2:00 PM EST.

• Proposals must adhere to limitations on subcontracting.
