This solicitation is for the National Park Service (NPS) to procure the furnishing, mixing, hauling, and delivering of Carriage Trail Gravel Mix and other materials. These materials are needed to support trail surfacing work for the Blue Ridge Parkway's Highlands District.

• Award Basis: To the responsible small business offeror with technically acceptable offer and the lowest evaluated total price.

• This acquisition is a 100% small business set-aside procurement.

• NAICS Code: 212321 (Construction Sand and Gravel Mining).

• Offerors must be registered in the System for Award Management (SAM) prior to award.

• The contracting office will not provide hardcopies or email copies of the solicitation.

• The solicitation includes several option line items for additional material quantities.

Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW defines the requirements for furnishing, mixing, hauling, and delivering gravel mix and other materials to support trail surfacing work for the Blue Ridge Parkway's Highlands District. The work is necessary for Hurricane Helene recovery operations.

• Furnish, mix, haul, and deliver a total of 2500 tons of aggregate material.

• Specific materials include:

  • 1500 tons of Carriage Trail Gravel Mix
  • 500 tons of Aggregate Base Course (ABC) Road base material
  • 500 tons of #3 clean ballast stone

• Delivery locations:

  • Carriage Trail Gravel Mix: Sandy Flat maintenance area (Milepost 294.5), 5580 Shulls Mill Road, Blowing Rock, NC 28605.
  • ABC Road Base and #3 Ballast Stone: Old Johns River Road material storage site (near Milepost 296).

• Material will be dumped at a stockpile location as directed by the NPS Site Supervisor.

• Carriage Trail Gravel Mix: Equal parts Size 67 Washed Granite, Size 78M Washed Granite, and Washed Screenings / Granite Dust (all medium to dark blue/gray). Must be pre-mixed, clean, durable, and suitable for compacted trail surfacing.

• ABC Road Base: Well-graded crushed aggregate blend meeting NCDOT/AASHTO specifications for Aggregate Base Course. Must be clean, durable, and suitable for compacted road base, trail base, and subgrade applications.

• #3 Clean Ballast Stone: Washed, angular crushed stone meeting NCDOT/AASHTO #3 specifications (nominal 2"-3"). Must be clean, durable, uniformly graded, and suitable for drainage and subbase reinforcement.

• Delivered via covered dump truck.

• Deliveries coordinated in advance with NPS Site Supervisor.

• Material dumped only at designated locations.

• Weigh tickets required daily; payment based on verified delivered tonnage.

• Base requirement: 60 calendar days from contract award.

• Anticipated award: July 2026.

• Bid options for additional material or alternate locations are available for one (1) year from contract award, with 60 days to fulfill after modification.

• One-gallon sample bag or bucket of proposed materials for review and approval prior to production material delivery.

• Coordinate delivery schedules at least 3 business days in advance.

• Verify access suitability for delivery vehicles.

• NPS reserves the right to reject non-compliant material.
