Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for replacing and repairing wood fencing along various sections of the Blue Ridge Parkway in Floyd County, Virginia.

• Replacement of deteriorated post/rail fencing sections.

• Replacement of deteriorated worm or snake fencing sections.

• Trimming of grass and woody vegetation adjacent to fencing.

• Removal and disposal of old fencing materials.

• Installation of new fencing sections to match existing alignment and specifications.

• Reinstallation of existing livestock gates.

• Fencing must be functional during periods of no work.

• Vegetation trimming to be within 3 feet of installed fence.

• Work must be performed in accordance with "STANDARDS FOR LIMB REMOVAL".

• All work must be completed, equipment demobilized, and the site ready for visitor use by the last day of the performance period.

• Locations: Blue Ridge Parkway, Plateau District, mileposts 167.1 and 176.1, Floyd County, Virginia.

• Specific areas identified in Attachment 1.

• Work is planned in popular developed areas with high visitor traffic.

• Contractor must coordinate with the COR regarding work schedules, especially concerning active NPS agricultural leases with livestock.

• Access will vary; limit access to routes providing short travel on the motor road.

• Adherence to Parkway load limits (Attachment 5).

• Traffic control personnel must be certified.

• Site-specific Safety and Traffic Control Plan required.

• Materials: Posts and rails shall be black locust. Specific dimensions and quality requirements are detailed.

• Work is restricted to normal business hours (Mon-Thurs 7:00 am - 6:00 pm, Fri 7:00 am - 12:00 pm), with no work permitted in October or on Federal holidays.

• Contractor is responsible for site security and preventing vandalism, theft, or destruction of materials and equipment.

• Environmental considerations include staging in paved areas, minimizing impact to natural and cultural resources, and proper disposal of materials.

• Lump sum contract with one final payment upon acceptance. Partial payments may be arranged.
