This is a combined synopsis/solicitation for commercial services, issued as a Request for Quotation (RFQ) under Solicitation Number 140P4326Q0030. The government is procuring Fiber and Ethernet Cables Installation services for the Blackstone River Valley National Historical Park (BLRV).

• The detailed description of requirements is provided in the attached Statement of Work (SOW).

• Offerors must submit a technical approach/descriptive work plan demonstrating their ability to schedule and utilize personnel to complete the work.

• Offerors must provide a minimum of three (3) recent and relevant projects completed within the past five (5) years, demonstrating technical capability and relevance to this solicitation's scope, size, and complexity.

• The anticipated award is for one (1) Firm-Fixed-Price Purchase Order.

• The period of performance is anticipated from July 27, 2026, to October 31, 2026.

• Quotes must be submitted via email to Samuel McKenzie (Samuel_McKenzie@NPS.gov) no later than 12:00 PM ET on June 8, 2026.

• Pricing must be provided for each CLIN listed in the table.

• Evaluation will be based on the lowest-priced, responsible offer that meets technical acceptability requirements.

• Evaluation factors include: Technical Capability, Past Performance, and Price.

• Technical Capability will be evaluated based on the proposed technical approach.

• Past Performance will be evaluated based on recent, relevant projects.

• Pricing will be evaluated based on the quote submitted.

• Technical Qualifications will be evaluated based on provided information.

• All pricing shall be valid for a period of 90 days from the date of receipt of proposal.

• This solicitation is a Total Small Business Set-Aside.

• Applicable NAICS code is 238210, Electrical Contractors and Other Wiring Installation Contractors, with a small business size standard of $19M.

• A site visit is scheduled for Thursday, May 14, 2026, at 9:00 AM ET at 67 Roosevelt Ave, Pawtucket, RI 02860.

• Questions regarding the solicitation must be directed to Samuel McKenzie (Samuel_McKenzie@ios.doi.gov) no later than 10:00 AM ET on June 1, 2026.

• Offerors must submit a completed copy of FAR 52.212-3, Offeror Representations and Certifications Commercial Items (MAY 2024).

• Electronic invoicing and payment will be processed through the Invoice Processing Platform (IPP).

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for the installation of internal building ethernet/fiber cabling, security cameras, and flood lights at the Blackstone River Valley National Historical Park (BLRV) in Pawtucket, RI.

• Removal of all existing outdated ethernet cables, patch panels, conduit, and ethernet outlets.

• Installation of new ethernet cables, including conduits, outlets, patch panels, and network cabinets, throughout the Wilkinson Mill and Slater Mill buildings.

• Extension of fiber optic cables in Slater Mill.

• Installation of new security cameras and mounts.

• Installation, testing, and verification of new floodlights and light switches.

• All equipment must be new, unused, and TAA Compliant.

• Technicians must be certified by the manufacturer of the selected system.

• All equipment must withstand excess moisture due to proximity to the Blackstone River.

• Minimum level of performance required by the government.

• All equipment must meet manufacturer's minimum standards for specified transmission rates.

• Cable and equipment must meet applicable ANSI/TIA-568-B, NEC, IEEE 802, and UL standards.

• Cable must be CAT 6a rated (Four-pair, 100-Ohm, 24 AWG) with contiguous 2-foot segment-length markers.

• Finished cable must be 100% plenum rated (NEC Article 800, UL 444, NFPA 262).

• Single-mode fiber optics: 8.3/125-µm OFN, OFNP, or OFNR, armored, loose tube, rodent resistant, LC style connector.

• Multi-mode fiber optics: OM-4 MM cable, 50/125-µm OFN, OFNP, or OFNR, LC style connector.

• Location: Blackstone River Valley National Historical Park (BLRV), Pawtucket, RI 02860.

• Period of Performance: To be completed no later than 90 days after contract award. Anticipated start date June 1, 2026, ending September 30, 2026.

• All technicians must be certified by the manufacturer of the system selected.

• All equipment must be new, unused, and TAA Compliant.

• Equipment must be suitable for environments with excess moisture.

• Security Requirements: Contractor must provide details of all onsite staff upon award.

• Hours of Work: Monday to Friday, 08:00 AM to 04:00 PM. No work on weekends, Park Special Events, or holidays without Contracting Officer approval.

• Safety: Contractor must ensure safe work practices and maintain site cleanliness daily.
