Quick Summary

The Department of the Air Force, specifically the 90th Contracting Squadron at F.E. Warren AFB, WY, is issuing a Pre-Solicitation Notice for the BNSF Railway Surveillance System. This effort requires a contractor to install and sustain a surveillance camera system along the BNSF railway passing through F.E. Warren AFB to address security gaps. This is a Total Small Business Set-Aside opportunity. The Government anticipates awarding a Firm-Fixed-Price contract around mid-June 2026. Quotes are due by June 8, 2026.

Scope of Work

The 90th Security Forces Group (90 SFG) requires a comprehensive surveillance camera system. The successful contractor must provide all necessary labor, expertise, and equipment for the installation and sustainment of this system. The core objective is to provide a live feed to security forces, enabling them to respond to potential intrusions via the BNSF railway. The Performance Work Statement (PWS) details that the system must be compatible with the Base Defense Operations Control Center's (BDOC) WiseNet Wave operating system and provide monitored viewing capability at the security office and BDOC. All materials must be new, high-grade, and installed per manufacturer specifications. The contractor is responsible for disposal of non-functional hardware.

Evaluation

Award will be made using a Lowest-Price Technically Acceptable (LPTA) evaluation methodology. Quotes will be assessed on a pass/fail basis for technical acceptability, ensuring all PWS requirements, including personnel qualifications and security criteria, are met. If three or more quotes are received, the Government intends to evaluate only the three lowest-priced submissions for technical acceptability. The Government intends to make an award without discussions but reserves the right to hold them.
