This is a competitive Request for Order Proposal (RFOP) to solicit proposals for vehicular track shoe sets under the Basic Ordering Agreement (BOA) Sustaining Track (BOAST) program. The U.S. Army Contracting Command - Detroit Arsenal (ACC-DTA) is issuing this solicitation. The resulting order will be a firm-fixed-price contract.

• Delivery Schedule: Government objective is 89,216ea within 270 calendar days ARO. Two 12-month option periods are available, each with an estimated quantity of 65,569ea, also deliverable within 270 days ARO. Accelerated delivery schedules are permitted.

• Technical Data Package (TDP): Configuration management documentation, including ECPs, RFVs, and NORs, is required per SAE EIA-649-1. Specific requirements for submission and approval are detailed.

• Other Requirements: OPSEC training, CIAR training, and specific packaging requirements per MIL-STD-2073-1 and Special Packaging Instruction AK01505895 are mandated.

• Contract Type: Firm-Fixed-Price Order under the BOAST program.

• Proposal Submission: Submit completed and signed Pricing Sheet electronically via email to BOAST@army.mil by the Response Due Date. Subject line must be "Proposal for RFOP-PANDTA-25-P-0000_010369 - [Your Company Name]".

• Evaluation Criteria: Award will be made to the responsible BOA holder submitting the lowest-priced proposal. Price will be evaluated for reasonableness.

• Response Due: July 15, 2026, 12:00 PM Eastern.

• Period of Acceptance: Proposals must remain valid for at least 60 calendar days.

• Set-Aside Status: Full and Open.

• Mandatory Eligibility Requirement: Vendors must have a fully executed BOAST Basic Ordering Agreement (BOA) in place prior to the closing date and time. Proposals from vendors without an executed BOA will be considered ineligible.

• Small Business Subcontracting Plan: Required in accordance with FAR 19.074 and 52.219-9.

• Questions regarding this RFOP must be submitted in writing to the POC no later than July 15, 2026, 12:00 PM Eastern.
