Statement of Work (SOW) / Performance Work Statement (PWS)

To provide support services for the preventative and corrective maintenance of Hostage Rescue Team (HRT) mobility platforms and logistical equipment, as well as Mobility Operator training.

• Preventative and corrective maintenance of HRT Mobility Team Maritime Platforms and Ground Platforms.

• Training for new FBI Mobility Operator Trainees and continued training for existing operators on specialized HRT Mobility Platforms and logistical equipment.

• Inventory support for government equipment.

• Identification of future or replacement platforms and upgrades.

• Place of Performance: Onsite facility in Fredericksburg, VA.

• Period of Performance: May 1, 2026 - April 30, 2031 (Base Year + 4 Option Years).

• Contractor personnel must be located within one (1) hour of Fredericksburg, VA.

• Maintenance must be performed in accordance with manufacturer specifications and using certified/factory parts.

• Contractor personnel must be qualified and licensed.

• Normal workday: 6:00 a.m. - 6:00 p.m., with core hours of 9:00 a.m. - 3:00 p.m.

• Government will provide HRT Mobility Platforms, logistical support equipment, tools, supplies, parts, and materials.

Solicitation / RFP / RFQ

This document is a Request for Quotation (RFQ) for preventive maintenance, corrective maintenance, training, and related support services for HRT mobility platforms and logistical support equipment. The objective is to maintain the operational readiness of this equipment.

• Routine and recurring preventive and standard corrective maintenance for HRT mobility platforms and logistical support equipment.

• Non-routine maintenance, repair, restoration, modification, upgrade support, and contingency corrective actions on an as-needed basis. Each non-routine requirement will be proposed separately by the contractor.

• Travel services as required, pre-approved by the COR or CO.

• Other Direct Costs (ODC) for direct material, parts, and consumables not otherwise included, reimbursed at actual cost.

• The contract period of performance is one Base Year (June 1, 2026 - May 31, 2027) with four (4) Option Years.

• The contract type is Firm Fixed Price for regular maintenance, travel, and other direct costs. Non-routine maintenance will be firm-fixed-price on a per-requirement basis.

• Quotes must be submitted electronically via email to the Contracting Officer, Melissa Golicz at mgolicz@fbi.gov by the due date specified in Block 8 of the SF-1449.

• Technical submissions are encouraged to be limited to approximately 15 pages (excluding resumes).

• Pricing submissions have no page limit.

• The Government will use a Highest Technically Rated Offeror with a Fair and Reasonable Price (HTRO-RP) methodology for award.

• Evaluation factors include Technical Capability (maintenance approach, response times, operational readiness, management approach, staffing) and Past Performance. Price will be evaluated for fairness and reasonableness but not scored.

• This acquisition is a Total Small Business Set-Aside.

• Only small business concerns that meet the size standard for NAICS code 336612 may submit a quotation.

• The solicitation incorporates FAR clauses by reference, including those related to commercial items, small business set-asides, and specific FBI requirements.
