Scope of Work
The RFI seeks detailed information on:
- Body-Worn Cameras: Capabilities, IT requirements, system assignment, physical dimensions, durability (6-foot drop), mounting, manual recording, pre-event buffering, battery life (min 10 hrs), storage (min 12 hrs), resolution (min 720p HD), field of view (min 120 degrees), water resistance (IP67), environmental durability, audit logging, automatic upload, advanced audio, and data editing restrictions.
- Vehicle/Vessel-Mounted Cameras: Technical specifications and installation.
- Digital Evidence Management System (DEMS): Cloud-based application with dedicated cloud storage, incident reporting, records management, real-time streaming, video analytics, biometric recognition, search functionality, 24/7 help desk, cold storage, and mobile application capabilities.
- Interoperability & Data Security: Compatibility with FedRAMP authorized systems (moderate or higher), PIV single sign-on, NIST SP 800-53, DHS 4300A, DHS Directive 140-01 compliance, encryption (AES-256, FIPS 140-3 Level 4), and DHS ownership of all data.
- Logistics & Support: Data transition processes, delivery timeframes (within six weeks for docking stations), supply chain, personnel support services, warranty, and hardware replacement.
- Training: Comprehensive training on hardware and DEMS, including 'train-the-trainer' options and documentation.
