Performance Work Statement (PWS)

To provide classroom and simulator training to United States Air Force (USAF) Flight Attendants for specific Boeing aircraft (C-40B/C, C-32A, VC-25A, E-4B) to ensure they can safely egress passengers in emergency situations.

• Develop and deliver a training plan for initial and refresher egress simulator training.

• Training includes various sub-tasks such as:

  • Egress Aircrew Flight Equipment (AFE) Training
  • Fire Fighting Procedures/Training (simulated live fire and smoke)
  • Ditching Procedures/Training (including wet ditching in a pool)
  • Emergency Procedures (using aircraft cabin egress trainers)
  • Aircraft Systems Training
  • Hazardous Material Handlers Training (focus on "dry ice" and lithium batteries)
  • In-Flight Illness Training (IAW AFMAN 44-163 and MedAire guidance)
  • CPR/AED Training (leading to American Heart Association or Red Cross certification)
  • Water Survival Training (in a pool simulating ocean environment)

• Provide qualified personnel with prior military aviation experience.

• Develop and provide all instructional materials, except for the USAF COM which is provided by the Government.

• Simulator training must be performed in a fuselage/cabin similar in size and function, with functional plug-type doors for specified aircraft.

• Firefighting/smoke training must be conducted in a simulator that produces live fire and smoke, simulating low/no visibility.

• Water survival training must be conducted in a pool with functioning training aids.

• Performance is acceptable when simulations are performed and equipment is in working condition 98% of the time per class session.

• Instructors must have prior military aviation experience.

• Academic training to be conducted at the contractor's facility.

• Simulator and associated academic instruction at the contractor's facility.

• Training periods are a maximum of nine hours per day, with potential for up to 12 hours with COR approval.

• Minimum of 12 hours of crew rest between training periods.

• Contractor must designate a single point of contact (POC) for program management.

• Immediate electronic notification to COR required for student failure or unsatisfactory conduct.

• Contractor is not responsible for student medical costs.

• Deliverables include Contractor Course Materials/FA Training Plan, Student Course Critique Form, Training Accomplishment Report, and Small Business Utilization Report.

• Personnel must complete Non-Disclosure Agreements (NDAs) and adhere to Controlled Unclassified Information (CUI) handling procedures.

• Contractor must comply with all applicable safety regulations.

Sources Sought Announcement

This announcement seeks to identify potential sources capable of providing classroom and simulator training for United States Air Force (USAF) Flight Attendants. The training will cover Boeing 737 (C-40B/C), Boeing 757 (C-32A), and Boeing 747 (VC-25A and E-4B) aircraft, with a primary focus on emergency egress procedures and equipment, in accordance with the USAF Cabin Operating Manual (COM).

The training program must cover the following areas:

• Egress Aircrew Flight Equipment (AFE) Training

• Fire Fighting Procedures/Training

• Ditching Procedures/Training

• Emergency Procedures

• Aircraft Systems Training

• Hazardous Materials Training

• Current Contract: FA445223D0004 (Firm Fixed Price), held by Atlas Air Inc., expiring December 31, 2027.

• Anticipated Period of Performance: January 1, 2028 – December 31, 2032.
