This document is a combined synopsis/solicitation (RFQ) for boiler and water heater replacement services. The government is procuring these services to replace existing boilers and water heaters.

• The Scope of Work (SOW) is provided as Attachment 1.

• Anticipated contract type: Firm-fixed-price.

• Period of Performance: To be determined, but the solicitation indicates a delivery date of 09/30/2026 for the work.

• The performance period is 160 calendar days after notice to proceed.

• Offers are due by 04/17/2026.

• Submissions must be emailed to kelly.wright@usda.gov with the subject line "RFQ 1232SA26Q0393".

• Evaluation will be based on the Lowest Priced Technically Acceptable (LPTA) methodology.

• Technical Acceptability requires meeting all solicitation requirements, including submission of all requested documents and acknowledgment of amendments.

• Offerors must attend a Government-led site visit.

• Offerors must provide documented experience (2-3 recent, relevant projects).

• A bid guarantee of at least 20% of the proposed price (not to exceed $3,000,000) is required for offers of $35,000 or more.

• Offers must be held firm for 90 calendar days from the offer due date.

• This acquisition is set-aside for Total Small Business.

• The small business size standard is $19M.

• Prospective offerors must be registered with the System for Award Management (SAM).

• This solicitation constitutes the only solicitation; offers are being requested, and a separate written solicitation will not be issued.

Statement of Work (SOW)

To replace the existing hot water boiler system and domestic hot water heater at the USDA-ARS EIDMRU Lab in Marshfield, WI, to ensure reliable heating and hot water supply.

• Replacement of three (3) existing non-condensing hot water boilers with three (3) new high-efficiency condensing boilers (2,000 MBH input each).

• Replacement of three (3) existing boiler circulation pumps and associated valves/strainers.

• Replacement of two (2) existing hot water system pumps with new ones, including two (2) new VFDs.

• Replacement of one (1) existing expansion tank and one (1) existing glycol feed system.

• Replacement of one (1) existing domestic hot water heater.

• Disconnection, removal, and disposal of all specified existing equipment and venting.

• Furnishing and installation of new boilers, pumps, VFDs, expansion tank, glycol feed system, domestic water heater, and associated piping and venting.

• Insulation of new hot water supply and return piping.

• Temperature control work, including disconnection of existing BAS controls and connection of new boilers to BACnet.

• Electrical wiring for new boilers and emergency stops.

• Extension of existing concrete pads as required for new boilers.

• Balancing of the new hot water system pumps.

• Filling and venting with recovered glycol.

• Factory startup and owner training.

• One-year warranty on parts and labor.

• The project must be completed during the summer (June 1 to August 30, 2026).

• Worksite location: USDA-ARS EIDMRU lab and office, 2615 Yellowstone Drive, Marshfield, WI 54449.

• Work to be conducted during normal business hours (7 am - 5 pm, Monday-Friday), unless scheduled otherwise.

• Vendors are required to visit the site to ensure accurate quotes. Failure to visit may result in the quote not being evaluated.

• Quotes must include a detailed description of all materials and services.

• A security clearance will be required for vendor staff entering the building if they will be on-site for 5 or more days. Names of such staff must be submitted for background checks.

• All labor, insurance, small tools, truck & travel charges, freight/shipping, and bid bonding must be included in the quote.

• Contractors must notify USDA technical POCs at least one week before the anticipated start date to coordinate schedules.
