This solicitation is for the replacement of five (5) end-of-life gas-fired boilers and the installation of new main waterline isolation valves at NAS JRB Fort Worth, Texas. The project aims to improve system reliability and maintenance capability across multiple facilities.

• Replacement of five (5) gas-fired boilers in Buildings 1670, 1671, 4160 (contains 2 boilers), and 4175.

• Installation of new main waterline isolation valves in Buildings 1671, 4175, 1672, and 1676.

• The contractor shall furnish all labor, parts, tools, plant, equipment, appliances, transportation, and materials necessary for the work.

• Contract Type: Firm Fixed Price.

• Period of Performance: 60 calendar days from the Notice to Proceed.

• Estimated Target Price Range: $135,000 to $195,000.

• Submission Deadline: 02:00 PM local time on July 13, 2026.

• Offers must be submitted electronically via email to 136.AW.MSC@us.af.mil.

• Evaluation will be based on best value, considering price and other factors, including technical review of equipment/materials/labor disciplines and project schedule, and past performance.

• A bid guarantee is required.

• This acquisition is 100% set-aside for small business concerns under NAICS 238220.

• Funds are not presently available; award is contingent upon appropriation of funds.

• Procurement is conducted under RFO FAR Part 12 procedures for commercial construction.

• Performance and Payment Bonds are required.

Statement of Work (SOW)

This project aims to replace five end-of-life gas-fired boilers and install new main waterline isolation valves across multiple buildings at the 136th Airlift Wing, Naval Air Station Joint Reserve Base, Fort Worth, TX. The goal is to improve system reliability, maintenance capability, and overall energy efficiency.

• Boiler Replacement: Remove existing boilers and associated mechanical, plumbing, and electrical components in Buildings 1670, 1671, 4160 (replacing two boilers with one new unit), and 4175. Install new, fully operational heating equipment sized to meet building requirements.

• Waterline Isolation Valves: Install new waterline shutoff valves in Buildings 1671, 1672, 1676, and 4175 to improve system isolation and maintenance.

• Modifications: Perform necessary mechanical, plumbing, and electrical modifications, including piping, venting, controls, and electrical connections.

• Integration & Testing: Reconnect new boiler equipment to building control interfaces, verify proper operation, and test/commission all new systems.

• Training & Documentation: Provide training to Government personnel and submit complete as-built drawings, system manuals, and equipment lists.

• Period of Performance: 60 calendar days after issuance of a notice to proceed.

• Place of Performance: 136th Airlift Wing, Naval Air Station Joint Reserve Base, Fort Worth, TX 76127.

• Normal Business Hours: 6:30 AM to 5:15 PM, Tuesday through Friday.

• Site Visit: Highly recommended prior to submitting a quote/offer.

• Field Verification: Contractor is responsible for verifying all existing conditions and dimensions.

• Codes & Standards: Adherence to applicable federal, state, local codes, UFCs, and industry standards (e.g., NFPA, IBC, UPC, IMC).

• Security: Contractor must obtain necessary base access for personnel. Concealed/open carry and firearms are prohibited.

• Deliverables: Proof of insurance, meeting minutes, Letter of Guarantee (1 year), and manufacturer's warranty.

• Existing system information provided is for reference only; discrepancies do not warrant contract changes.

• Government will provide electrical power and water at designated connection points.

• Contractor is responsible for all labor, materials, equipment, and services.
