This document is a combined synopsis/solicitation for commercial products, issued as a Request for Quotation (RFQ). It constitutes the only solicitation, and no separate written solicitation will be issued. The acquisition is a Total Small Business Set-Aside.

The solicitation requests quotes for the following three chemical items, with specified salient characteristics:

• CLIN 001: Aqueous solution of alkali salts (Chem-Aqua, Part Number: 16280). Must be hazy, colorless to yellow, slight ammoniacal odor, composed of 7-13% Sodium sulfite, 3-7% Sodium hydroxide, 1-5% Diethylethanolamine. Requires pH of 14, specific gravity of 1.181, soluble in water, boiling point > 212°F (100°C). Quantity: 40 barrels.

• CLIN 002: Aqueous dispersion (Chem-Aqua, Part Number: 13140). Must be transparent, colorless, odorless, non-viscous to slightly viscous, aqueous dispersion with no hazardous concentrations. Requires alkaline pH of 11.4, specific gravity of 1.192, completely soluble in water. Quantity: 15 barrels.

• CLIN 003: Mixture of Inorganic Salts (Chem-Aqua, Part Number: 10270). Must be transparent, light orange to pink-purple color, sulfurous odor, aqueous solution of inorganic salts (15-40% Sodium bisulfite, 3-7% Sodium sulfite). Requires acidic pH of 5.9, specific gravity of 1.08, completely soluble in water, boiling point > 212°F (100°C). Quantity: 20 barrels.

• Payment Term: Net 30

• Preferred Delivery Time: Within 30 days

• Equipment: NEW EQUIPMENT ONLY. No used or remanufactured products.

• Quotes must be submitted in the PIEE Solicitation module.

• Offers submitted outside of PIEE will be rejected as nonresponsive.

• Quotes are valid for 90 days.

• Evaluation Factors: Price and Technical.

• Offers must meet the firm requirements listed in the line-item descriptions.

• This is a "brand name or equal" solicitation. Offers of "equal" products must meet the specified salient characteristics. To be considered for award, "equal" products must:

  • Meet salient physical, functional, or performance characteristics.
  • Clearly identify the item by brand name (if any) and make/model number.
  • Include descriptive literature or a clear reference to previously furnished data.
  • Clearly describe any modifications made to conform to requirements.

• Total Small Business Set-Aside (FAR 19.5).

• NAICS code and size standards are available in the PIEE module and at SBA.gov.

• Attachment 1 (Certifications and identification of country of origin) must be completed and returned, particularly regarding the Buy American—Balance of Payments Program. Offers not including a completed Attachment 1 will be rejected. Quotes for products from non-qualifying countries may not be accepted.

• Provisions and clauses are incorporated by reference, including FAR 52.212-1 and 52.212-2.

• The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06.

• There is no Defense Priorities and Allocations System (DPAS) assigned rating.
