Key Requirements

• Material: Must be ASTM-A105 or MIL-S-24093, Type V, Class H, phosphate coated per Drawing 2177525. Quantitative chemical and mechanical analysis is required.
• Testing & Certification: Certifications are required for Dye Penetrant Inspection (all hardfacing after final machining) and Non-Destructive Tests (weld repair). Mechanical properties testing is required for specific materials (e.g., ASTM-A105) for each heat in each heat treat charge.
• Welding & Brazing: Must adhere to specified military standards (e.g., S9074-AR-GIB-010A/278). Procedures and Qualification Data must be submitted for review and approval within 120 days after contract award, with approval expected within 90 days of receipt.
• Quality System: Contractors must provide and maintain a quality system in accordance with ISO-9001 (amplified herein) and calibration system requirements of ISO-10012 or ANSI-Z540.3 with ISO-17025. A copy of current documented quality system procedures (CDRL DI-QCIC-81110) is required prior to award.
• Traceability: Strict traceability from material to certification test reports (Objective Quality Evidence - OQE) is mandatory, with unique traceability numbers marked on the material per MIL-STD-792.
• Configuration Control: Waivers/Deviations and Engineering Change Proposals (ECPs) require Contracting Officer approval.
• Government Quality Assurance: Government Quality Assurance (GQA) will be performed at the source. Contractors must notify the DCMA QAR.

• Submission: Certification data must be submitted to Portsmouth Naval Shipyard via Wide Area Work Flow (WAWF), with specific "Ship to," "Inspect by," and "Accept by" DODAACs (N50286, N39040, N39040 respectively) and email notification to PORT_PTNH_WAWF_NOTIFICATION@NAVY.MIL. No material is to be shipped prior to acceptance.
