Blanket Purchase Agreement (BPA) Terms and Conditions

• BPA Master Dollar Limit: $100,000.00

• Calls under the BPA will be placed by Authorized Call Officers from the U.S. Army Corps of Engineers, Portland District.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing vault pumping services for vault toilets at Bonneville Lock & Dam.

• Provide all necessary supervision, labor, equipment, transportation, and materials for vault pumping services.

• Remove waste from vaults using a process compliant with all applicable laws and regulations.

• Personnel: Employees must be trained, competent, and comply with all applicable laws and regulations. The Contracting Officer may require removal of incompetent personnel.

• Spills/Cleanup: Any spillage must be cleaned and reported immediately.

• Acceptance: Work will be verified by the COR or POC. A waste manifest must be provided prior to departure.

• Deficient Work: Procedures are outlined for handling and correcting deficient work, including potential deductions.

• Safety: Work must be performed safely, complying with industry standards and EM 385-1-1. Specific requirements for personnel clothing and accident reporting are included.

• Security: Contractor employees require AT Level 1 Training and must comply with installation/facility access and security policies. Background checks may be required.

Wage Determination
