• Shipping Condition: FOB Destination after loading. All shipping charges are borne by the contractor. Prior to shipping, inspection and acceptance by DCMA at origin.

• Equipment Condition: New Equipment ONLY. No remanufactured or "gray market" items. All items must be covered by the manufacturer's warranty.

• SAM Requirement: Active registration with the System for Award Management (SAM) is required at the time of award.

• CMMC Requirement: Active Cybersecurity Maturity Model Certification (CMMC) Level 2 (self-assessment) through the Supplier Performance Risk System (SPRS) is required for award consideration.

• Technical Data Package: Documents are export controlled and require a valid/approved DD 2345 for access. Proof of CMMC Level 2 (Self-assessment) certification is required to request access to the Technical Data Package (TDP). Requests for the Statement of Work and associated documents must include a current DD2345 and be submitted to Christopher.d.brake5.civ@us.navy.mil by Monday, 18 May 2026, 1:00 PM EST.

• Special Shipping Instructions: Include MILSTRIP on all packaging. Ship to DLA DISTRIBUTION SUSQUEHANNA PA, MECHANICSBURG RECEIVING WEST. Mark for: 5H1, H-1 ACQ MANAGER & IOM, 732-323-7381. Ensure exterior packaging is marked with "H-1 SE".

• Cyber Requirements: Includes provisions and clauses related to NIST SP 800-171 DoD Assessment Requirements, Safeguarding Covered Defense Information, and prohibitions on certain telecommunications equipment.

• Additional Requirements: Includes prohibitions on Unmanned Aircraft Systems and covered semiconductor products.

• Offer Period: Bid must be good for 60 calendar days after close of Buy.

• Inspection and Acceptance: Shall be Origin/performed at the contractor’s facility by a Defense Contract Management Agency (DCMA) representative.

• Payment: Via Wide Area Workflow (WAWF) system.

• Proposal Submittal Deadline: 29 May 2026, 1:00 pm EST via e-mail to Christopher Brake (Christopher.d.brake5.civ@us.navy.mil).

• Evaluation Criteria: Award will be made to the lowest price technically acceptable offeror. Offerors must be a small business, demonstrate exact part numbers and quantities, provide a delivery date of nine (9) months after receipt of offer (ARO), have an acceptable or neutral past performance in SPRS, and have a current NIST-SP 800-171 assessment in SPRS.

• Offeror must be a small business under the solicitation's NAICS code.

• This request does not imply commencement of any effort; no obligation is incurred until a contract is executed.

• Failure to submit a DD2345 and request the Statement of Work and associated documents will result in the quote not being considered for award.
