This solicitation is for the manufacture and delivery of Army Combat Temperate Weather Boots (ACB TW). The procurement will be conducted under Full and Open Competition after Exclusion of Sources, with a set-aside for small businesses.

• Manufacture and delivery of Army Combat Temperate Weather Boots.

• Boots must comply with purchase description GL-PD-11-01 dated March 11, 2011.

• All materials used in fabrication must be 100% U.S. made and sourced.

• Production Lead Time: 150 days.

• Inspection/Acceptance at Origin.

• Delivery destination: VSTQ -, DoDAAC # SC0150: LVI – Army 3PL, Pendergrass Distribution Center, 596 Bonnie Valentine Way – DOOR 20-23, Pendergrass, GA 30567.

• Contract Type: Firm-Fixed Price, Indefinite Delivery, Indefinite Quantity (IDIQ).

• Period of Performance: Three-year base term divided into three one-year tier (pricing) periods.

• Minimum Quantity: 4,968 pairs for the life of the contract, with a Guaranteed Minimum Dollar Value.

• Annual Estimated Quantity (AEQ): 13,248 pairs per tier.

• Maximum Quantity: 59,616 pairs (approximately 150% of AEQ across three tiers).

• Evaluation Factors: (1) Product Demonstration Models (PDM), and (2) Past Performance Confidence Assessment. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price.

• Offerors must include Product Demonstration Models (PDMs).

• Proposals must be submitted electronically through DIBBS.

• Set-aside for small business concerns.

• Subject to the Berry Amendment and DFARS clauses regarding domestic content for Clothing and Textile items and specialty metals.

• The Government reserves the right to perform conversions to similar items via bilateral modification.

• Technical data requests should be made through the DLA Troop Support C&T Technical Data Repository or via email to TrpSptCTPatterns@dla.mil.

• Solicitations and amendments will be posted on the DLA Internet Bid Board System (DIBBS).

• Product Demonstration Models (PDMs) are required for evaluation.

• All materials used in fabrication must be 100% U.S. made.

• Production Lead Time: 150 days.

• Contract Type: Firm-Fixed Price, Indefinite Delivery, Indefinite Quantity (IDIQ).
