Solicitation / RFP / RFQ

This Request for Quote (RFQ) is for the procurement of two (2) Bootstrap Equipment Kits, P/N C71020-105. The procurement is being conducted in accordance with FAR Part 12, Acquisition of Commercial Products and Commercial Services. The client agency is the United States Naval Air Systems Command (NAVAIR) PMA-290, P-8A Poseidon Fleet Support Team, Support Equipment, located in Jacksonville, FL. The Standard Form 1449 (SF-1449) will be used as the solicitation/contract form.

• Procurement of two (2) Bootstrap Equipment Kits, P/N C71020-105.

• Standard Commercial Warranty is required for all items.

• Packaging and marking must comply with MIL-STD-129, including requisition number, part number, SUPPAD, and item name.

• Items shall be packaged to afford adequate protection during shipment.

• Upon shipment readiness, specific documentation (shipper, tracking number, estimated delivery date, purchase invoice, packing list) must be uploaded to the Collaboration tool in ASSIST.

• Inspection and acceptance will occur at the destination (F.O.B. Destination).

• Contract Type: Firm-Fixed Price (FFP), one-time purchase order.

• Delivery Terms: Seeking 14 weeks after receipt of order (ARO). Offerors are encouraged to provide their best delivery terms.

• Quotes and supporting documentation are due on or before March 26, 2026, by 3:00 PM PST.

• Submissions must be via email to sindica.wade@gsa.gov and phillip.cleveland@gsa.gov.

• Late quotations will not be considered.

• Award will be made based on the Lowest Price, Technically Acceptable (LPTA) method.

• Technical acceptability will be evaluated on a "Pass" or "Fail" basis.

• Pricing will be evaluated for fairness and reasonableness.

• Supplemental documentation is required; failure to provide may result in non-compliance.

• This RFQ has not been set-aside for small businesses.

• NAICS Code: 336413, "Other Aircraft Parts and Auxiliary Equipment Manufacturing" with a small business size standard of 1,250 employees.

• PSC: 1730, "Aircraft Ground Servicing Equipment".

• Nonmanufacturer rule (NMR) is NOT applicable.

• Offerors must submit a firm-fixed pricing quote and be able to provide the Bootstrap Equipment Kits by quoting all items on the Pricing Spreadsheet (Attachment 1).

• GSA may conduct additional market research for price determination.

• This is a request for quote only; do not ship based on this RFQ.

• Offerors must complete and return highlighted fields in Section B and sign all provisions in Section K.

• Registration in GSA ASSIST is required for contract award and invoice submission.

This document is Attachment 1, a pricing spreadsheet, for RFQ 47QSWC24Q0075. It is intended for bidders to provide their quoted prices for the items listed.

• Item #: Sequential numbering for each line item.
• Original Equipment Manufacturer: Field for the OEM name.
• Product Number: Field for the specific product number.
• Product Description: Description of the item, "Bootstrap Equipment Kits".
• U/I: Unit of Issue, specified as "EA" (Each).
• Qty: Quantity required, specified as 2.0.
• Country of Origin: Field for the country of origin.
• MSRP: Manufacturer's Suggested Retail Price.
• Quoted Price (FOB Destination): Fields for bidders to enter their unit price and extension price.
• Total Quoted Aggregate Price: A field to sum the total quoted price.

Bidders must complete this spreadsheet by entering their quoted unit prices and extension prices for the specified "Bootstrap Equipment Kits". The "Total Quoted Aggregate Price" should reflect the sum of all quoted prices. This document is crucial for submitting a complete and accurate quote for the opportunity.
