Statement of Work (SOW) / Performance Work Statement (PWS)

To develop a training program for Bureau of Reclamation (Reclamation) divers to meet Occupational Safety and Health Administration (OSHA) standards for commercial divers, focusing on tasks specific to Reclamation's underwater inspections.

• Develop a training program that meets OSHA CFR 1910 Subpart T, Commercial Diving Operations.

• Training to focus on tasks applicable to Reclamation's underwater inspections and light Operations and Maintenance (O&M) activities.

• Three courses of training are desired: Inspection Diver (entry-level), Working Diver (advanced), and Dive Supervisor (senior level).

• Training should cover explicit and implied tasks required by CFR 1910 Subpart T, with a focus on Reclamation diving tasks.

• Excludes training for CPR, First Aid, AED, Emergency Oxygen, and Underwater inspection techniques, which will be provided separately.

• Does not intend for divers to obtain an ADCI Commercial Diver Card.

• Training to be competency-based rather than time-based.

• Maximum class size of 20 divers; minimum class size to be determined by the contractor.

• Divers completing the training will receive at least an open water certification from a recreational diving agency (PADI or NAUI).

• Classroom portions should be delivered via distance learning where possible, with options for College-Level Examination Program (CLEP) or equivalent assessment methods.

• Training development to be completed within 180 days of task order award.

• Instructors must meet ACDE 01-2015 requirements, have at least two years of full-time commercial diving experience, and hold current first aid/CPR certificates.

• Student to instructor ratios: 1:20 for classroom, 1:5 for hands-on.

• Training development only.

• Inspections are performed in various locations throughout the Western United States, with reservoir elevations up to 10,000 feet above sea level, in a variety of underwater conditions.

• Reference Standards: Use the most recent editions of Bureau of Reclamation (USBR) HECP and RSHS, and OSHA 29 CFR 1910.

• Submittals: Includes Dive Safe Practices Manual, Dive Hazard Analysis, Job Hazard Analysis, Accident Mishap Report, Baseline Schedule, List of Key Personnel, Dive training program, Course materials, and Course schedule.

• Quality Control Plan (QCP) required.

• Government access to facilities where work is performed or materials are stored.

• Contractor personnel must comply with established security rules and regulations.

• Government will provide official Bureau of Reclamation visual identity information upon request.

• Coordination meeting required prior to developing training.

Statement of Work (SOW) / Performance Work Statement (PWS)

To develop and deliver a commercial dive training program for Bureau of Reclamation (Reclamation) divers, enabling them to conduct underwater inspection services for Reclamation's facilities, including dams and bridges. The training aims to meet Occupational Safety and Health Administration (OSHA) standards.

• Develop a training program aligned with OSHA 29 CFR 1910 Subpart T and specific Reclamation underwater inspection tasks.

• Training will combine classroom instruction and hands-on field/in-water exercises.

• Focus on competency standards rather than a set number of hours.

• Cover explicit and implied tasks required by OSHA 29 CFR 1910 Subpart T.

• Include training on altitude diving, cold water diving, dive planning, differential pressure exposure, lift bags, rigging, low/zero visibility diving, photography/video usage, SCUBA (full face mask, communications, bailout), and Surface Supplied Air Equipment.

• Tasks not covered in this course include NHI Underwater Bridge Inspection, CPR, First Aid, AED, Emergency Oxygen provider, and general underwater inspection techniques.

• The contractor will also audit Reclamation's dive program during biannual training events and oversee dive training for SCUBA and surface-supplied diving operations.

• Training must meet OSHA 29 CFR 1910 Subpart T requirements.

• Training is developed within required timelines.

• Training starts on time (80% of the time).

• All training tasks are covered by the end of the training cycle (100% of the time).

• Contractor attends 100% of in-house training.

• Audit reports are provided within the task order timeline.

• Tentative training locations include Reclamation Lower Colorado Basin Campus in Boulder City, NV, and/or the Columbia-Pacific Northwest Campus in Boise, ID.

• Contractor may propose an alternative training location.

• Government's intent is for divers to be trained in the local area where they work.

• Biannual dive training alternates between Boulder City, Nevada and Boise, Idaho.

• Instructors must meet ACDE 01-2015 requirements, have a minimum of two years' full-time experience in commercial surface-supplied diving, and meet ADCI requirements as a dive supervisor. They must also have current first aid and CPR certificates.

• Student to instructor ratio: 1:20 for classroom, 1:5 for hands-on training.

• Training will utilize government facilities and equipment where possible, including classroom space, a 12-foot dive tank, government boats, and Surface Supplied Air stations.

• Contractor must comply with OSHA, RSHS, and HECP standards.

• Submittals include Dive Safe Practices Manual, Dive Hazard Analysis, Job Hazard Analysis, Accident Mishap Reports, schedule, contractor personnel list, dive training program, course materials, certifications, and medical clearance letters.

• Government-furnished resources may include electricity, water, compressed air (not for breathing), and a high-pressure breathing gas compressor. Utilities are provided on an "as-is, where-is" basis.

Solicitation / RFP / RFQ

This document is a Request for Quotation (RFQ) to award a single Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with fixed-price contract line numbers (CLINs). The acquisition is set aside for small businesses and will be awarded in accordance with FAR Part 12.

• Key Deadlines: Questions are due by 2:00 p.m. PDT on June 5, 2026. Quotes are due by 2:00 p.m. PDT on June 23, 2026.

• This acquisition is set aside for small businesses.
