Original Scope of Work

The program originally sought proposals for innovative approaches in cybersecurity performance in AI, excluding evolutionary improvements. It was structured into a 3-month Security Startup Period, an 18-month Phase 1, and an 18-month Phase 2, with an estimated 12-month Transition Phase for planning.

Contract Details

The anticipated award type is an Other Transaction (OT) for Prototype Agreement, with a planned duration of thirty-six (36) months, excluding the optional Transition Phase. Multiple awards were anticipated. Resource sharing may be required for OT for Prototype Agreements, particularly for traditional defense contractors not working with nontraditional defense contractors. Standard Government regulations (FAR/DFARS) do not apply to OT Agreements.

Eligibility & Set-Aside

The solicitation was open to all responsible sources, including large and small businesses, nontraditional defense contractors, and research institutions. Non-U.S. organizations and individuals were excluded. While Historically Black Colleges and Universities, Small Businesses, Small Disadvantaged Businesses, and Minority Institutions were encouraged to participate, no portion of the solicitation was set aside. Restrictions applied to contractors providing System Engineering Technical Assistance (SETA) or similar support, and UARCs/FFRDCs were strongly discouraged from proposing.

Submission & Evaluation (Pre-Suspension)

Prior to suspension, proposals required a Technical Proposal (Volume I) and a Cost Proposal (Volume II), utilizing specific DARPA templates. Evaluation criteria, in descending order of importance, were: Overall Scientific and Technical Merit, Potential Contribution and Relevance to the DARPA Mission, and Cost Realism. The solicitation involved classified information (TOP SECRET//SPECIAL ACCESS REQUIRED), requiring specific security qualifications for access to the classified addendum.
