This amendment (Amendment 03) announces the suspension of the DARPA-PS-26-20, Bordeaux Program Solicitation, effective June 5, 2026, at 12:00 PM Eastern Time (ET).

This notice impacts the entire solicitation and all prospective proposer activities.

• All prospective proposers are advised to immediately cease preparation of proposals in response to this solicitation.
• No submissions will be accepted while the solicitation is suspended.
• Submissions received prior to this amendment's posting will not be reviewed unless the solicitation is unsuspended.
• The Government may further amend or cancel the solicitation and may issue a new Broad Agency Announcement or Program Solicitation.
• A future amendment will be issued to lift the suspension or cancel the solicitation.

• Proposal Due Date and Time: Extended to Friday, June 12, 2026, at 1:00 PM ET.

• The proposal submission deadline has been extended. All other changes will be highlighted within the document.

The proposal submission deadline has been extended to May 22, 2026. All other requirements and evaluation criteria remain as stated in the original solicitation, unless otherwise noted in this amendment.

• Historically Black Colleges and Universities, Small Businesses, Small Disadvantaged Businesses, and Minority Institutions are encouraged, but no portion is set aside.

• Prohibits contractors/performers from concurrently providing System Engineering Technical Assistance (SETA), Advisory and Assistance Services (A&AS), or similar support services as a technical performer, unless a waiver is granted.

• UARCs and FFRDCs are strongly discouraged from proposing, and awards will only be made by exception.

• This solicitation involves classified information (TOP SECRET//SPECIAL ACCESS REQUIRED). Proposers must meet specific security, personnel, and facility qualifications to receive the classified addendum.

• Standard Government regulations (FAR/DFARS) do not apply to Other Transaction Agreements.
