Contract Details

Eligibility & Set-Aside

  • Set-Aside: None specified. Open to all responsible sources, including large and small businesses, nontraditional defense contractors, and research institutions.
  • Restrictions: Non-U.S. organizations and individuals are prohibited from participating. Contractors providing System Engineering Technical Assistance (SETA), Advisory and Assistance Services (A&AS), or similar support to DARPA are generally excluded from proposing as technical performers unless a waiver is granted. UARCs and FFRDCs are strongly discouraged.

  • Submission: Proposals consist of a Technical Proposal (Volume I, max 25 pages) and a Cost Proposal (Volume II). Volume II requires the use of the DARPA Standard Cost Proposal Spreadsheet and specific templates.
  • Evaluation Criteria (descending order of importance): Overall Scientific and Technical Merit, Potential Contribution and Relevance to the DARPA Mission, and Cost Realism.
