Evaluation Factors

    • Availability Date: Must be 60 days or sooner from the estimated Purchase Order date.
  • Phase II (Trade-off, descending order of importance):
    • Open Order Status: Higher preference for offerors with no open CBP canine orders.
    • Past Performance: Higher preference for successful past performance providing canines to CBP within the last three years.
    • Price: Considered for offerors of similar rankings in Factors 3 & 4.
  • Phase III (Pass/Fail Technical Evaluation): The top-ranked offeror will receive a purchase order to deliver canines for medical, physical, and behavioral evaluation at the CBP facility in El Paso. Canines failing this evaluation will not be accepted, and the contractor is responsible for their return.
