Canine Requirements
Canines must be 10 to 36 months old, of specified breeds (German Shepherd, Dutch Shepherd, Belgian Malinois, Tervuren, or approved working/herding breeds), and in excellent health with a Body Condition Score (BCS) of 3-7. Required documentation includes current health and rabies certificates, vaccination records, recent hip/elbow X-rays, and pedigrees. A 6-month warranty against pre-existing medical or behavioral issues interfering with training is required.
Evaluation & Award
Award will be made to the responsible offeror whose quote is most advantageous to the Government, considering price and other factors. Evaluation follows a three-phase approach:
- Phase I (Pass/Fail): Assesses Breed Conformance and Availability Date (within 60 days of Purchase Order). Failure in this phase removes the offeror from consideration.
- Phase II (Trade-off): Ranks offerors based on Open Order Status (preference for no open CBP canine orders), Past Performance (successful delivery to CBP in the last 3 years), and Price. Technical and past performance are relatively equivalent to price.
- Phase III (Pass/Fail): Involves a physical, medical, and behavioral evaluation of the canines at the CBP facility against SOW Section 3 criteria. Failure results in return of canines at contractor's expense and potential termination of the purchase order.
