Canine Requirements
Canines must be 10 to 36 months old and of specified breeds (German Shepherd, Dutch Shepherd, Belgian Malinois, Tervuren, or other approved working/herding breeds). They must be in excellent health, free of acute/chronic diseases, and medically fit for training, with specific vaccination and radiographic requirements. Behaviorally, canines must exhibit stable character, be foot-sure, willing to surmount obstacles, and show an obsession for play, as detailed in Attachment 1.
Evaluation Process
Quotes will be evaluated using a phased approach to determine the most advantageous offer:
- Phase I (Pass/Fail): Evaluates Breed Conformance (must match SOW) and Availability Date (within 60 days of Purchase Order date). Failure in this phase leads to removal from consideration.
- Phase II (Trade-off): Ranks offerors based on Open Order status (preference for no open CBP canine orders), Past Performance (successful CBP canine delivery preferred), and Price. Technical and past performance are considered relatively equivalent to price.
- Phase III (Pass/Fail Technical Evaluation): The top-ranked offeror from Phase II will receive a purchase order to deliver canines to El Paso for a physical, medical, and behavioral evaluation against Attachment 1 requirements. The contractor is responsible for all transportation costs. Canines failing this evaluation will not be accepted, and the contractor must bear return expenses.
