Statement of Work (SOW)

This document outlines the requirements for procuring and providing canines suitable for training to Customs and Border Protection (CBP).

• The contractor shall procure and provide canines for CBP's training program.

• CBP has the option to procure up to 25% additional canines beyond the stated quantity.

• Canines must be in place within 30 days of award notification.

• The contractor has 60 days to provide replacement canines if the initial ones are not accepted.

• CBP reserves the right to terminate outstanding portions of the order after 150 days of award notification.

• The contractor is responsible for all transportation costs for shipment and retrieval of canines.

• CBP will be responsible for canine care and feeding for the first 7 days; thereafter, expenses incurred by CBP will be deducted from the contractor's invoice.

• Breed: Sporting/Herding varieties (e.g., Belgian Malinois, Labrador Retriever, German Shepherd) with prior approval for other breeds.

• Age: 12 to 36 months at the time of evaluation.

• Weight: 16-25% body fat.

• Height: Must represent the average standard of the breed.

• Sex: Males and females are acceptable.

• Medical: Canines must be in excellent health, free from acute or chronic diseases that could hamper performance or be costly to treat. This includes passing physical examinations, laboratory tests, and radiographic evaluations of hips and elbows. Specific disqualifying medical conditions are detailed, including gait abnormalities, skin/coat issues, dental problems, heartworm infection, and certain congenital abnormalities.

• Behavioral (Detector Canine): Must exhibit obsession with play, stable character, and willingness to overcome obstacles. Should prefer play over food, water, or handler attention. Specific tests include Stable Character, Retrieval Prey Drive, Perseverance, Water Conflict, Food Conflict, Handler/Object Conflict, Hunt Drive, On-line Search, Temperament, Socialization, Courage/Confidence, and Drives (Hunt, Air Scent, Prey, Retrieve, Activity, Trainability).

• Current health certificate from a licensed veterinarian.

• Current vaccination records.

• Current X-rays/radiographs of hips and elbows (less than 60 days old).

• Pedigrees, registration certificates, breed surveys, etc. (if applicable).

• Readable microchip implanted.

• Flat leather or nylon collars with the canine's name and procurement number.

• If a canine is found to have a pre-existing medical problem, chronic disease, or hereditary deficiency within 6 months of acceptance, the vendor must retrieve and replace the canine at no expense to the Government within specified timeframes.
