Notice of Intent / Sole Source Justification

This document is a Notice of Intent (NOI) to award a sole-source contract to Curtiss-Wright DS, INC. for Battlefield Operations Support Systems (BOSS) Gold Support Plan Base plus 4 years. The anticipated contract type is a Firm Fixed Price (FFP) Commercial Purchase Order.

• BOSS Gold Annual Subscription Plan for 22 Systems, covering 4 option years beyond the base year.

• Base Year: 21 Apr 2026 to 20 Apr 2027

• Option Year 1: 21 Apr 2027 to 20 Apr 2028

• Option Year 2: 21 Apr 2028 to 20 Apr 2029

• Option Year 3: 21 Apr 2029 to 20 Apr 2030

• Option Year 4: 21 Apr 2030 to 20 Apr 2031

• Contract Type: Firm Fixed Price (FFP) Commercial Purchase Order

• Period of Performance: Base year plus 4 option years (21 Apr 2026 - 20 Apr 2031)

• Anticipated Award Date: 20 April 2026

• This is NOT a Request for Proposals or Quotations.

• Responses are for determining if a competitive procurement is in the Government's best interest.

• All responses must be received by 9 AM CDT on 20 April 2026.

• Information submitted should support the offeror's capability to provide the required items and will be furnished at no cost to the Government.

• Responses must be in writing, providing clear and concise documentation of capability.

• Verbal responses are not acceptable.

• Size Standard: 1250 employees (U.S. Small Business Administration)

• The statutory authority for this sole-source acquisition is 41 USC 1901 & 1903, implemented by FAR 12.102(b) via a Class Deviation.

Statement of Work (SOW)

To provide product support, software updates, technical support, a hardware upgrade, and on-site training for twenty-two (22) Battlefield Operations Support Systems (BOSS) currently fielded by the government. The goal is to ensure the systems remain current and fully operational.

• Unlimited help desk support via email or phone during normal east coast business hours.

• Software updates for system components.

• One on-site visit (up to 3 days) for refresher training and training on sponsor-selected topics.

• Continued product warranty for software and hardware.

• Base Year: April 21, 2026, to April 20, 2027 (covers 22 systems).

• Four (4) Option Years, each covering 12 months, extending through April 20, 2031.

• A technical report (IAW CDRL D0001) upon introduction of the Gold Plan.

• The contractor must provide support for systems legally designated as Curtiss-Wright DS, INC. (System ID#s provided).

• On-site training will be coordinated with the Government point of contact.

• A hardware upgrade is required after 3 years of continuous service.
