This is a combined synopsis/solicitation (Request for Quote - RFQ) for commercial services to provide a professional image projection service at the Bunker Hill Monument (BOST) in Boston National Historic Park. The service involves projecting approved static images onto the exterior face of the monument during specific evenings in June 2026, coinciding with anniversaries of the Battle of Bunker Hill and the Declaration of Independence.

• Projection of historically themed text and quotations onto the Bunker Hill Monument.

• Service to be provided on the evenings of June 13 through June 17, 2026.

• Equipment test/burn-in and strike/demobilization.

• Technical approach must address projection system, equipment specifications, dimensional drawings, software capabilities, staffing, on-site technician coverage, and monument/site protection.

• Equipment must fit through a 30" x 36" rooftop hatch access constraint.

• Submission of required digital image file formats.

• Contract Type: Firm-fixed price commercial contract/award.

• Period of Performance: Approximately 06/10/2026 to 06/18/2026.

• Anticipated Award Date: On or before 05/26/2026.

• Effective Date: 05/27/2026.

• Quotes are due by May 22, 2026, at 5:00 PM ET.

• Questions regarding the solicitation will be accepted until May 19, 2026, at 12:00 PM ET.

• Offers must be submitted via email to juan_roman@ios.doi.gov.

• Evaluation will be based on the best value to the government, considering price, technical approach, past performance, and required image file formats.

• A site visit is scheduled for Friday, May 15, 2026, at 1:00 PM ET at the Bunker Hill Museum.

• This acquisition is a 100% total small business set-aside.

• Offerors must be registered in the System for Award Management (SAM) and be considered a small business for the NAICS code 711190 (Size Standard: $34M).

• Offerors must obtain a Unique Entity Identifier (UEI).

• This solicitation incorporates provisions and clauses by reference; full text can be accessed at www.acquisition.gov.

• Past performance requires documentation of at least three (3) comparable projection engagements completed within the last three years.

• Offerors must submit a completed and signed SF1449.

• Attachments include Scope of Work and SCA Wage Determination 2015-4047.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide professional image projection services onto the Bunker Hill Monument for the Battle of Bunker Hill Anniversary Commemoration and the 250th anniversary of the Declaration of Independence.

• Design, install, test, operate, and remove a monument image projection system.

• Project approved static images (historically themed text and quotations) onto the exterior face of the Bunker Hill Monument.

• Projection will occur on the evenings of June 13-17, 2026, from 9:00 PM to 11:30 PM.

• Equipment to be positioned on the rooftop of the Bunker Hill Museum, approximately 300 feet from the monument.

• Projection equipment must be UL Listed and rated for outdoor use.

• Capable of producing sharp, clear, professional-quality images at a 300-foot throw distance.

• Projected image size approximately 150 feet in height.

• Precise aiming and optical control to prevent light spillage onto neighboring properties.

• Prevent upward light throw to comply with aviation safety regulations.

• All electrical systems must comply with NFPA 70 and local electrical codes.

• Equipment must fit through a 30" x 36" rooftop hatch.

• System must be capable of static display or timed multi-image cycling.

• Performance Location: Bunker Hill Monument, Monument Square, Charlestown, MA 02129.

• Period of Performance: June 10, 2026 (equipment test/burn-in) and June 13 – 17, 2026 (projection nights).

• Contractor must provide all personnel, labor, equipment, materials, and technical expertise.

• A written weather contingency plan is required.

• On-site projection technician required for each evening.

• Contractor responsible for all costs associated with weather postponement, rescheduling, and reprogramming.

• No supplemental power generators allowed without prior written approval.

• Contractor must comply with historic preservation standards and NPS safety/conduct regulations.

• No public announcements or media releases without prior NPS approval.
