This is a combined synopsis/solicitation for commercial services to perform Fire Pump Repair at Boston National Historical Park. It constitutes the only solicitation, and written quotes are requested. A written solicitation will not be issued. The government anticipates awarding one (1) Firm-Fixed-Price Purchase Order.

• Repair of fire pump, including replacement of leaking gaskets (seals).

• Detailed description of requirements is in the attached Statement of Work (SOW).

• Contract Type: Firm-Fixed-Price Purchase Order.

• Period of Performance: Anticipated to be May 22, 2026, to June 5, 2026.

• Quotes are due by 1:00 PM ET on May 15, 2026.

• All quotes must be emailed to Jason_Albright@ios.doi.gov.

• Evaluation will be based on the following factors, approximately equal in importance to price:

  1. Technical Capability (including license, certification, and resume of performing individual; minimum of three examples of similar projects in size and scope within the last five years demonstrating technical expertise).
  2. Technical Experience (minimum of three examples of similar projects in size and scope within the last five years).
  3. Past Performance (three examples of recent projects within the past five years of similar size and scope, including specific details about each project).
  4. Price (evaluated for realism and reasonableness).

• The award will be made to the lowest-priced responsible Offeror whose offer conforms to the solicitation requirements.

• This solicitation is a Total Small Business Set-Aside.

• Small Business Size Standard: $19.0 million.

• Offerors must submit a completed copy of FAR 52.212-3, Offeror Representations and Certifications Commercial Items (OCT 2025)(DEVIATION FEB 2025).

Statement of Work (SOW)

This SOW outlines the requirements for the repair of an existing Fire Pump gasket in the basement of the Easton Building located at 15 State Street, Boston, MA. The project includes a minor rebuild/repair of an Allis Chalmers fire pump, an open lid inspection of its interior components, and a laser shaft alignment.

• Demolition and Removal: Isolate and lock out the motor, set up and rig the pump casing lid, remove the rotating assembly, remove old packing, clean the area, inspect shaft sleeves, impeller, and lantern rings, and install the rotating assembly.

• Installation: Re-pack the pump, re-install the pump casing lid with a new gasket, replace glands, gland bolts, nuts, and washers, inspect bearings, clean the stuffing box area, clear packing box drain lines, perform laser shaft alignment, run and adjust packing, and return the pump to service.

• Testing and Commissioning: Include Fire Department details as required, including a BFD-required fire pump flow test (off-hours), and a fire watch while work is performed (staffing as required by BFD). Perform fire pump flow test as required.

• Training: Provide basic training to on-site staff on the operation and troubleshooting of the new control system.

• Removal of all obsolete components.

• Installation of new components.

• Documentation, including as-built drawings, wiring diagrams, and O&M manuals.

• Warranty information (minimum 1-year parts and labor) for all installed equipment.

Work to be completed within 14 calendar days from the Notice to Proceed (NTP).

All work to occur during regular business hours unless otherwise approved.

All work shall comply with Boston Fire Department requirements.

Contractor shall implement appropriate safety measures to protect building occupants and property.

Any cost overruns must be pre-approved by the Contracting Officer.
