Systems must align with the BLS Functional Requirements Document (FRD) v2.95 (January 2026) and Detection Standard (DS) 2.3 (July 19, 2012). Additionally, systems must adhere to applicable Information Technology (IT) security requirements and meet select Security Technology Integrated Program (STIP) compatibility requirements. A minimum of six (6) production representative systems are required throughout the qualification process. Personnel requiring access to classified information will need a Secret level security clearance, and those accessing Sensitive Security Information (SSI) will be required to sign a Non-Disclosure Agreement (TSA Form 2815).
Contract & Timeline
This is a qualification process, and successful placement on the BLS QPL does not guarantee a contract award. Procurement decisions will be made as appropriate requirements arise, potentially via competition or sole source justification. TSA funding for the QPL Qualification process is limited to the first three (3) QPL Applicants with an approved and accepted QDP. The overall response date for this notice is September 7, 2026. Specific submission deadlines for CDP are 120 days, and for QDP are 30 or 180 days, from the announcement date.
Submission & Evaluation
The Qualification Process begins with the submission of a CDP (Step 3) or QDP (Step 5) if the system is already TSA Certified. Evaluation involves rigorous testing and review against TSA standards and requirements. QPL Applicants are responsible for all costs associated with their participation.
Eligibility
There are no limitations on who may submit as a QPL Applicant; they do not need to be the Original Equipment Manufacturer (OEM). No set-aside designation applies to this qualification process.
