Bidders must provide their Company Information, including Name, Address, Representative, Email, Phone/fax number, CAGE #, and UEI #.

This notice is a market research tool to identify potential sources for Bottled Water for the Republic of Panama. The government intends to procure this product competitively, potentially making multiple awards. This is not a solicitation, and responses do not guarantee future participation.

• Product: AQUAVIVA Bottled Water.

• Sizes: 500mL (or similar) plastic bottles and 5-gallon plastic jugs.

• Packaging: Small bottles in cases of no less than 24; all cases must be palletized and shrink-wrapped.

• Certification: Bottled water must be certified by U.S. Government veterinary and preventive medicine authorities for health quality compliance.

• Personnel: Contract Manager and Alternate Contract Manager must have minimum Level II English proficiency (reading, speaking, writing).

• Insurance: Contractor must obtain and maintain all insurance required by the country of operation.

• Anticipated Contract Type: 5-year Master Blanket Purchase Agreement (BPA) with Firm Fixed Price Calls.

• Period of Performance: To be established in future Calls.

This document establishes the Terms and Conditions for a Blanket Purchase Agreement (BPA) for Bottled Water Aquaviva in the Republic of Panama. It outlines the framework for authorized purchases against the BPA.

• Agreement Type: Blanket Purchase Agreement (BPA), a simplified monthly charge account.
• Scope: Provision of Bottled Water Aquaviva in the Republic of Panama.
• Period of Performance: Tentatively May 15, 2026, to May 14, 2031.
• Obligation: Government is obligated only for authorized purchases (calls) that have been completed.
• Purchase Limitations: Each call cannot exceed the Simplified Acquisition Threshold (SAT). The total BPA limit is $1,000,000.00.
• Authorized Purchasers: A list of authorized individuals and their dollar limitations will be provided by the Contracting Officer.
• Documentation: All performance must be accompanied by a delivery ticket with specific information (supplier name, BPA number, date, purchase number, purchaser name, itemized list, quantity, unit price, extension, delivery date).
• Invoicing: BPA Holder must submit invoices through PIEE at least monthly or upon BPA Call expiration, supported by receipted delivery tickets.
• Payment Terms: Net 30 days after invoice receipt and acceptance via WAWF.
• Price Lists: A yearly price list must be established, including all items, beginning/expiration dates, and submitted to the Contracting Officer. Price changes or new items require a new price list submission.
• SAM Registration: Active SAM registration is required for BPA establishment.
