Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) details the requirements for constructing three small fence sections, each 0.5 miles or less in length, within the Bulldog and Snowcap Grazing Allotments. The primary goal is to implement a livestock grazing strategy by creating effective boundaries that support resource management objectives through deferred rotation.

• Fence Construction: Construct new 4-strand barbed/barbless wire fences according to Forest Service specifications.

• Clearing: Clear the Right of Way (ROW) of trees, brush, and debris for 6 feet on each side of the fence centerline (12 feet total width), extending 8 feet above ground.

• Existing Fence Removal: Remove and dispose of damaged or unusable existing fence material, including untreated wood posts and lumber. Trees used as part of existing fences must have all staples, nails, wire, and scabs removed before on-site decomposition.

• Materials: Provide all necessary labor, equipment, tools, transportation, and incidental supplies. All wire and wood posts shall be replaced. Steel posts in sound condition may be reused. Treated wood posts and rails are required for new construction.

• Fence Specifications: Adhere to Forest Service specifications, including General Technical Report PNW-GTR-250, 1999 Handbook Fences, and Landowners Guide to Wildlife Friendly Fences. Specifications for materials, post spacing, wire types, and construction methods are detailed.

• Clearing Limits: Maintain a 12-foot wide clearing corridor (6 feet on each side of the centerline) and 8 feet above ground.

• Wire Spacing: Specific spacing for 4-strand barbed/barbless wire fence is detailed (e.g., top wire 40-42" smooth, second wire 28" barbed, etc.).

• Post Spacing: Line posts generally 16 feet apart, with adjustments for terrain and obstacles, not exceeding 10 feet average between posts without stays.

• Brace Structures: Required at corners, gates, slope breaks, and every ¼ mile.

• The three project sites are located within 15 miles of each other and are accessible from County Road 602.

• Work will be performed to prevent cattle entry into the exclosure area between June 1 and October 31.

• Use of Premises: Obtain written permission for any camp or storage on USDA land; provide and maintain sanitation facilities; dispose of solid waste according to regulations.

• Archaeological/Historic Sites: Discontinue work and notify the Contracting Officer immediately if any are encountered.

• Erosion Control: Minimize erosion and prevent silting of streams; do not discharge pollutants.

• Safety Hazards: Potential hazards include tree falling, heavy equipment operation, fire, hydraulic/pneumatic hazards, mechanical hazards, chainsaws, fuel, and barbed wire.

• Landscape Preservation: Do not remove or destroy natural features outside designated areas; prevent debris from falling outside limits.

• Final Cleanup: Remove all trash, refuse, debris, stakes, and flagging from the contract area. Dispose of all debris off National Forest Land.

• Access: Off-road vehicles may be used; new access trails require approval; existing trails must be restored.

• Deliverables/Schedule: Key milestones include equipment inspection, ROW clearing, material procurement, fence construction (Sections 1-3), intermediate inspection, final stabilization, as-built documentation, project completion, and final closeout, with specific due dates ranging from July 14, 2026, to October 31, 2026.

Solicitation / RFP / RFQ
