Scope of Work
The core requirement is to procure Resource Protection K9s/Federal Wildlife Canines (FWCs) and deliver comprehensive handler training. This includes:
- Canine Procurement: Multi-purpose (dual-purpose) canines with Wildlife/Plant Detection or Narcotics Detection capabilities. Canines must also possess patrol functions such as Protection, Apprehension, Area/Building Search, Tracking/Trailing, Article Search and Hold, and Bark. Specific breeds (Malinois, Dutch Shepherd, German Shepherd, or mixes) weighing 50-65 lbs are required, along with specific temperament and physical criteria.
- Handler Training: A 6-week academy for both new and experienced Federal Wildlife Canine Officers (FWCOs). Pre-training for canines is 8-10 weeks.
- Performance Standards: Canines must demonstrate high-end obedience, gunfire neutrality, wild animal indifference, and sociability. The vendor must have a proven track record, access to a significant training facility (80,000 sq ft), and employ Master Trainers. A 1-year genetic health guarantee and a 3-month work-ability guarantee are required.
Contract Details
- Type: Blanket Purchasing Agreement (BPA), Firm-Fixed Price commercial order.
- Period of Performance: October 1, 2026, to September 30, 2031 (FY27 onwards).
- Estimated Value: The overall BPA has a maximum ceiling of $250,000, with a not-to-exceed call limit of $50,000 and a minimum call amount of $2,000.
