This is a combined synopsis/solicitation for a Blanket Purchasing Agreement (BPA) for Law Enforcement Canines & Handler Training for the U.S. Fish and Wildlife Service (FWS) Division of Refuges Law Enforcement – Training. The government intends to award a Firm-Fixed Price commercial order. This announcement constitutes the only solicitation; quotes are requested, and a written solicitation will not be issued separately.

• The core requirement is for Law Enforcement Canines & Handler Training.

• The BPA will cover the period of performance from 10/01/2026 to 09/30/2031.

• The total authorized limit for the BPA life is $250,000, with a not-to-exceed call limit of $50,000.

• Minimum amount per call is $2,000.00.

• Contract Type: Blanket Purchasing Agreement (BPA).

• Period of Performance: 10/01/2026 to 09/30/2031.

• Estimated Value: The overall BPA has a maximum ceiling of $250,000. The previous contract had a maximum ceiling of $250,000.

• Quotes must be submitted via email to keith_rose@ios.doi.gov by April 2, 2026, 5:00 PM Eastern Time.

• Required submission documents include: Completed SF 1449, Company Information (including SAM.gov UEI), Technical Capabilities, Past Performance References (up to three), and a detailed Price Quote.

• Evaluation Factors: Technical experience, capacity, and expertise; Technical approach; Management Plan (Key Personnel and Subcontractors); and Past Performance. Technical Capabilities and Past Performance combined are considered significantly more important than price.

• This acquisition is a Small Business Set-Aside.

• Offerors must be Registered, Active, and Eligible for All Awards in the System for Award Management (SAM.gov).

• The Contracting Officer Representative is TBD.

• There is no site visit scheduled.

• The previous contract (140F0621D0003) was awarded to Shallow Creek Kennels, Inc.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure Resource Protection K9s/Federal Wildlife Canines (FWCs) and provide professional handler training for new and experienced Federal Wildlife Canine Officers (FWCOs) for the U.S. Fish and Wildlife Service (USFWS) National Wildlife Refuge System Law Enforcement (NWRSLE) National Canine Program.

• Procure multi-purpose (dual-purpose) canines with either Wildlife/Plant Detection or Narcotics Detection capabilities.

• Canines must possess patrol functions including Protection, Apprehension, Area/Building Search, Tracking/Trailing, Article Search and Hold, and Bark.

• Provide a 6-week canine handler training academy for both beginner and experienced handlers.

• Selected canines must meet specific temperament and physical criteria, including being social, clear-minded, and having specific drives suitable for USFWS missions.

• Canines must be able to work around the public, visitors, and officials, and provide protection when necessary.

• Canines must demonstrate specific characteristics before and after training, including high-end obedience, gunfire neutrality, wild animal indifference, and sociability.

• Vendor must provide full documentation of veterinarian records, including x-rays and vaccinations.

• Vendor must have a proven track record of selling and training FWCs and FWCOs, with the capability to select suitable candidates from a large pool.

• Vendor must have access to a significant training facility (80,000 sq ft) and employ Master Trainers.

• Vendor must provide a 1-year guarantee for hips, back, spine, elbows, and major illness (Genetic Health), and a 3-month work-ability guarantee.

• The Blanket Purchasing Agreement (BPA) is for Fiscal Year 2027.

• Training will occur at the vendor's facility.

• Pre-training for canines is 8-10 weeks.

• Handler training is a 6-week course.

• Canines must be Malinois, Dutch Shepherd, German Shepherd, or a mix of these breeds, weighing 50-65 pounds.

• Specific physical requirements include proportionate lines, a straight solid back, and healthy teeth, hips, spine, and elbows.

• Canines must not exhibit fear or sensitivity in enclosed or distracting environments.

• Canines must demonstrate prey drive and the ability to apprehend.

• Vendor must provide specific equipment, including training manuals, leads, collars, harnesses, and food.

• Housing/lodging for FWCOs attending training courses may be provided by the vendor at an additional cost.
