Blanket Purchase Agreement (BPA)

This document establishes a Blanket Purchase Agreement (BPA) between the US Army War College (USAWC) and a Contractor for the provision of laser engraved nametags. The agreement is made in accordance with FAR 13.303-5.

• Laser engraved nametags with USAWC logo.

• Nametags to include first and last name (bold black capital letters, approx. 1/4"), and a second line with department, title, year, country, or special event (smaller font, approx. 1/8").

  • Volume 3: Price Quote (firm-fixed price, bottom line annotated on CLIN structure, submitted as a separate PDF).

• Evaluation Criteria: Quotes will be evaluated using the Lowest Price Technically Acceptable (LPTA) procedure.

  • Factor 1: Technical (assessing consistency with Purchase Description requirements).
  • Factor 2: Price (evaluated for reasonableness, completeness, and accuracy using price analysis techniques; not scored or rated).

• Small business joint ventures must submit specific representations as detailed in Volume 1, covering categories such as Small Business, SDVOSB, WOSB, EDWOSB, and HUBZone.

• Electronic submissions by facsimile will not be accepted.

• The government contracting office building is closed on Holidays and Weekends.
