Scope of Work
The contractor will provide all necessary personnel, equipment, and materials to conduct job-related Medical Surveillance Examinations and Occupational Health Services. These services are for MIARNG dual-status technicians and temporary personnel potentially exposed to health hazards. Services include, but are not limited to, physical exams, OSHA respirator questionnaire review, audiograms, vision screenings, pulmonary function tests, quantitative fit testing, various laboratory tests (e.g., heavy metals, comprehensive panel, liver panel), dermatological exams, and chest X-rays. Performance will occur at the contractor's site, with an estimated workload of 840 personnel.
Contract Details
This is a BPA Master Agreement leading to Firm Fixed-Price task orders. The period of performance is five years, from March 16, 2026, to March 15, 2031, with a maximum ceiling of $990,000. Submission Requirements
Quotes must be submitted in two volumes: Volume 1 – Technical Capability and Volume 2 – Pricing. Volume 1 requires a detailed description of the proposed approach to the Performance Work Statement (PWS), including processes, procedures, relevant experience (within the last five years), and a quality assurance plan. Volume 2, the pricing, must be submitted on Attachment B (List of Tests) and be valid for a minimum of 60 days. Offerors must have an active SAM.gov registration and comply with NIST SP 800-171 by submitting a self-assessment to the SPRS module via PIEE prior to quoting. Quotes must be compatible with Microsoft 365 or PDF Adobe and not password protected.
Evaluation Criteria
Award will be made to a single contractor based on best value to the Government, considering Price, Past Performance, and Technical Approach. Technical capability and technical approach will be evaluated as acceptable or unacceptable, with all factors considered approximately equal. The Government may award to other than the lowest-priced quote if technical factors provide better value. Negative information in FAPIIS or SPRS within the last three years may render a quote unacceptable.
