Opportunity Details

The Jacksonville District intends to establish non-priced BPAs for maintenance, repair, and logistics support services, in accordance with FAR Part 12 and 13. A minimum of three (3) BPAs are anticipated to be established with responsible firms demonstrating satisfactory past performance. This Sources Sought notice is for market research purposes only and does not constitute a request for proposals. The government will not assume financial responsibility for any costs incurred in responding.

Scope of Work

The contractor will provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services necessary to perform as defined in the attached Performance Work Statement (PWS). Key services outlined in the PWS include:

• Maintenance, repair, and logistics support services.
• Specific tasks such as FM-200 Fire Suppression System inspections, Emergency Generator maintenance, HVAC preventive maintenance, and preventive maintenance for Spacesaver Mobile Track Files. Services will be performed throughout the Jacksonville District AOR, with specific requirements detailed in each call order.

Special Requirements & Key Personnel

The PWS specifies several critical requirements:

• Contractor personnel must possess an UNCLASSIFIED CLEARANCE at the time of proposal submission.
• Compliance with security requirements, including background checks and various training (Antiterrorism Level 1, IWATCH, OPSEC, IA/IT).
• Maintenance of a Quality Control System and Plan (QCP).
• Specific qualifications for key personnel: Contract Manager, Supervisor/Superintendent, and Quality Control Manager.
• Compliance with all applicable regulations, licenses, and permits.

Submission Requirements

Interested firms must submit a response, limited to 3 pages, including:

1. Firm's name, address, point of contact, phone, website, and email.
2. Confirmation of interest in bidding on the future solicitation.
3. Demonstration of capability to perform work of this magnitude and complexity, with at least three (3) examples of comparable work performed within the past two years (project description, customer, timeliness, satisfaction, dollar value).
4. Firm's business category and size (Small Business, 8(a), SDVOSB, WOSB, HUBZone) and understanding of performance requirements for their specific socioeconomic category.
5. Details on anticipated subcontracting, teaming, or Joint Venture arrangements. Responses will inform the acquisition strategy. Prior government contract work is not required. Firms must be registered in SAM.gov to receive an award.
