Vendors must provide:

- A minimum of three Past Performance References, utilizing the attached questionnaire.
- Proof of an active account in the Procurement Integrated Enterprise Environment (PIEE).
- Proof of an active account in the System for Award Management (SAM).
- GSA contract number, if applicable.

Evaluation Factors
Master BPAs will be awarded based on positive Past Performance and technical merit. Past Performance will be evaluated on Customer Satisfaction, Timeliness, Technical Success, Program Management, and Quality. The government reserves the right to use additional sources like CPARS, PPIRS, and FAPIIS. Vendors awarded a Master BPA will be eligible to bid on future requirements.
