Evaluation
This acquisition was pursued on a sole-source basis under statutory authority Title 10 U.S.C. 3204(a)(1), as implemented by FAR 6.103-1, citing only one responsible source. KUAS is identified as the sole designer, developer, and manufacturer of the BQM-177A SSAT System, possessing unique knowledge, maintenance experience, and noncommercial technical data and software rights. Developing a second source was deemed to incur prohibitive costs and duplication of effort.
Additional Notes
Efforts to solicit other offers have been made, with no responses received. The Naval Air Systems Command (PMA-208) is working with KUAS to maximize subcontracting opportunities and address fair and reasonable costs. The redacted Class Justification & Approval (CJ&A) 21-0072 is attached to the announcement.
