This solicitation is for the procurement of a Brabender Farinograph for the USDA Grain Quality and Structure Research Unit in Manhattan, KS. The government intends to make one award.

• One (1) Brabender Farinograph meeting specified requirements.

• One (1) year of preventative maintenance for the Farinograph.

• Delivery is required 60 days After Receipt of Order (ARO).

• Anticipated contract type: Firm-Fixed Price Purchase Order.

• Delivery: 60 Days After Award.

• Offerors must hold prices for 90 calendar days from the offer due date.

• Offerors must submit pricing for all items to be considered responsive.

• Evaluation will be based on Technical Acceptability and Price.

• Award will be made to the offeror representing the best value to the Government.

• Award will not necessarily be made to the lowest-priced offeror; tradeoffs will not be conducted.

• Technical evaluation will consider the offeror's ability to meet schedule requirements and provide a detailed explanation of any requirements that cannot be met.

• The Farinograph is required on a brand name or equal basis (Anton Paar USA, Inc., BRABENDER, Part Number 284783).

• This acquisition is set aside for Small Business.

• The solicitation incorporates numerous FAR clauses and provisions by reference. Full text is available upon request or electronically.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure a new Brabender Farinograph instrument to replace an outdated model that is no longer supported by the manufacturer. The current instrument's accuracy is in question, and its failure would impede critical evaluation required for the project plan.

The contractor will provide a Brabender Farinograph, which is a physical dough-testing instrument used for evaluating breeding lines of hard winter wheat. The instrument measures dough resistance to mixing at a constant temperature, recording results as a curve on a computerized chart.

• Results reported in Farinograph/Brabender units (FU/BU).

• Delivery: Within 60 days of award.

• Shipping costs must be included in the final quoted price.

• All manufacturers, parts, accessories, and documentation (printed and electronic), including testing and certification documents, must be supplied.
