Statement of Work (SOW) / Performance Work Statement (PWS)

The objective is to identify all penetrations to airspace imaginary surfaces and obstruction-free zones at Bradshaw Army Airfield (BAAF) and recommend appropriate mitigation measures. This is to ensure compliance with military and federal aviation safety standards, facilitate airfield management planning, and support required regulatory submissions for recertification by the United States Army Aeronautical Services Agency (USAASA) to the FAA.

This is a non-personnel services contract. The contractor shall provide all personnel, equipment, supplies, and services necessary to perform an updated FAA Airfield Obstruction Survey. This includes:

• Designing, developing, and delivering an Airport Obstruction Survey.
• Generating and delivering High-Resolution Obstruction Maps with coordinate and elevation data.
• Designing, developing, and delivering a 3D Airspace Surface Model.
• Designing, developing, and delivering a Compliance Matrix.
• Generating and delivering GIS-compatible Digital Files (ESRI shapefiles, KMZ/KML).
• Developing and delivering a Regulatory Submission Package for USAASA and FAA review.

Deliverables include:

• Post Field Survey Report (90 days after award)
• Phase I Obstruction Survey Report (120 days after award)
• Phase II Obstruction Survey Report (180 days after award)
• Final Obstruction Survey Report, High-Resolution Obstruction Maps, 3D Airspace Surface Model, Compliance Matrix, GIS-compatible Digital Files, and Regulatory Submission Package (all due 270 days after award).
• OPSEC Training Certificates (30 days after award). Acceptable Quality Levels (AQL) require zero defects for all deliverables, with re-performance as the consequence for non-compliance.

The work will be performed throughout the entire area occupied by Pohakuloa Training Area (PTA) and pertinent surrounding locations.

• Compliance with DoD and FAA regulations including UFC 3-260-01, 3-260-05A, 3-535-01; FAA Title 14 CFR Part 77; ETL 1110-3-506; NIMA Technical Report 8350.2; FAA ACs 150/5300-16A, 150/5300-17C, 150/5300-18B; and WGS-84 standards.
• Conduct a Kickoff Meeting within 14 days of award.
• Utilize LiDAR, RTK GPS, Total Stations, and High-Resolution Photogrammetry.
• Identify and document obstructions and provide mitigation recommendations.
• Security: Work is unclassified but may involve restricted areas. Personnel may be subject to searches, and cameras/wireless devices are prohibited in secure areas. Background checks and compliance with FAR clause 52.204-9 are required for installation access.
• OPSEC Training: AT Level I training required within 30 days of contract start. iWATCH training and potentially an OPSEC SOP are also required.
• Travel: Limited to FTR rates; no markup on travel costs.
