This solicitation is for "Braille and Tactile Embossing Services" for the Library of Congress. The contract aims to provide support for transcribing documents into braille, producing eBraille (.brf) files, and embossing and binding documents. This service will enable publications available in digital print format on the NLS public website to also have a hardcopy braille and .brf counterpart, and will provide braille materials for visually impaired attendees at NLS conferences, meetings, and events.

• Transcription of literary braille in English and Spanish for various document types (menus, tactile maps, PowerPoint slides, research articles, meeting agendas, user manuals, Information Guides).

• Production of .brf files and/or embossed hard copy braille documents, burst, collated, and bound.

• Use of industry-standard braille translation software.

• Proofreading for 100% accuracy.

• Embossing on 11x11.5 and 8.5x11 inch standard braille embossing paper using interpoint.

• Stapling documents up to 10 pages; comb or spiral binding for longer documents.

• Production of front and back pages in print and braille.

• Delivery of materials via Free Matter or commercial carrier to designated locations.

• Provision of tactile graphics, including building maps.

• Transcription, embossing, and/or binding of approximately 20% of NLS materials in Spanish.

• This is a single-award IDIQ (Indefinite Delivery, Indefinite Quantity) contract.

• Firm fixed price orders may be placed under this IDIQ.

• Contract Period: Base, 07-15-2026 to 07-14-2031.

• Minimum order amount: $300.00

• Maximum contract value: $250,000.00

• Five ordering periods, each one year in duration.

• Offers are due by 06-17-2026, 13:00 Eastern Time.

• Questions are due by 05/28/2026, 1:00 PM Eastern Time.
