This solicitation is for the procurement of reusable braille mailing containers for the Library of Congress's National Library Service for the Blind and Print Disabled (NLS). The NLS produces and circulates braille and audio materials to individuals with visual or other physical disabilities.

• Two types of reusable braille mailing containers: standard-size and large-size.

• Approximately 80% standard-size and 20% large-size containers.

• Containers must meet specifications outlined in Attachment J1 - Braille Volume Mailing Container Requirements.

• Application of preprinted text and/or imaging as specified.

• Submission of schematic drawings in PDF format for approval prior to production.

• Production of preproduction control samples (10 total: 5 standard, 5 large) for NLS testing and approval.

• Full production of containers upon written approval from the Library.

• Containers must be labeled, palletized, and shrink-wrapped for shipment.

• Compliance with specific packaging and marking requirements.

• This is a single-award, Indefinite Delivery/Indefinite Quantity (IDIQ) Firm-Fixed-Price contract.

• Contract Minimum: $25,000.00

• Contract Maximum: $600,000.00

• Ordering Years: Year I (07/21/2026 - 07/20/2027), Year II (07/21/2027 - 07/20/2028).

• Contract Period: Base (POP Begin: 07-21-2026, POP End: 07-21-2028 for containers; POP End: 07-21-2027 for Schematics Development).

• Warranty: 12 calendar months from acceptance for defects in workmanship and construction.

• Offer Due Date: 06/30/2026, 5:00 PM Local Time.

• Proposals must include: Pre-Award Samples, Technical Approach, Quality Assurance Plan, Past Performance, and Pricing Quote.

• Pre-Award samples must be received within two weeks of the solicitation closing date.

• Evaluation Factors: Pre-Award Samples, Technical Approach, Past Performance, and Price.

• Award will be made on a "Best Value" basis.

• Solicitation is "Unrestricted" or "Set Aside" (checkbox marked 'Unrestricted').

• Offerors must be registered in the System for Award Management (SAM).

• All deliveries must adhere to specific safety and security protocols for the Library of Congress campus.

• Contractor is responsible for all postage and fees related to submission of information.

• All items produced under this contract become the sole property of the Library of Congress.

This questionnaire is a critical component of the proposal evaluation. Bidders should be aware that their past performance will be assessed using this form. Bidders must use this pricing schedule to propose their unit prices for the specified braille mailing containers and related services. The proposed unit prices will be firm and used to establish the Total Evaluated Price for the competition, even though the quantities are estimates.
