• Offer Consideration: Offers in accordance with USAF TDP 201018898 will be considered.
• First Article Testing: Vendors who have delivered Brake Carriers Assemblies IAW USAF TDP 201018898 standards will be considered First Article testing approved if they have successfully provided them to the government in the last 3 years.
• Fit, Form, and Function: USAF TDP 201018898 adheres to the same fit, form, and function as the 52-E-901 drawing.
• Plating Instructions: Vendors must still follow plating instructions IAW the SOW and 52-E-901 drawing.

This clarification confirms that offers meeting the specified TDP will be accepted and clarifies the requirements for First Article testing approval based on past performance. It also reiterates adherence to specific plating instructions.

Statement of Work (SOW)

To furnish all required parts, equipment, material, freight, and labor to provide 80 Brake Carrier Assemblies to CEMIRT, AFCEC/COMX at Tyndall AFB, Florida.

• Contractors must either possess prior FAT approval from AFLCMC as an authorized vendor and have delivered production units within the last three years, OR successfully complete First Article Testing (FAT).

• Adhere to strict specifications, tolerances, codes, and standards within USAF drawings.

• Produce computer-aided design (CAD) drawings compliant with ASME Y14.1.

• Possess necessary tools, equipment, personnel, and facilities for production.

• Fabricate or acquire parts and components to specific dimensions per ASME Y14.5.

• Utilize water jet or laser cutting for precision parts from large steel sheets.

• Follow welding and inspection processes per AWS D1.1 for critically loaded structures; welders and inspectors must be AWS D1.1 certified.

• Quantity: 80 each Brake Carrier Assemblies.

• Government performs conformity check within 30 days of receipt.

• Contractor is responsible for costs associated with required third-party verification if deficiencies are found.

• Approved first article will be retained by the government.

• Coordinate with POCs 30 days prior to delivery.

• Assemblies with structural, component, or excessive paint damage will be refused.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for furnishing all necessary parts, equipment, material, freight, and labor to provide 80 each Barrier Arresting Kit (BAK) -12 Brake Carrier Assemblies to CEMIRT, AFCEC/COMX at Tyndall AFB, Florida.

• The contractor must either possess FAT approval from AFLCMC as an authorized vendor and have delivered production units within the last three years, OR successfully complete the First Article Testing (FAT) requirements outlined in this SOW.

• Adherence to strict specifications, tolerances, codes, standards, and notes within USAF drawings is required.

• Production of computer-aided design (CAD) drawings compliant with ASME Y14.1 standards is necessary.

• The contractor must possess or acquire all necessary tools, equipment, personnel, and facilities for production.

• Fabrication or acquisition of parts, components, or hardware must meet specific dimensions and tolerances per ASME Y14.5.

• Precision parts must be fabricated or acquired from large sheets of steel using water jet or laser cutting systems.

• Welding and inspection processes must follow American Welding Society (AWS) D1.1 for critically loaded structures, with certified welders and inspectors.

• Provide 80 each Brake Carrier Assemblies with three rollers/sheaves.

• Each fairlead beam assembly must meet attached drawing specifications (Drawing #: 52-E-901, Rev: G).

• Coating must meet ASTM B633, SC3 Type II for severe weather.

• Revised drawings must be provided to consolidate and fix discrepancies, requiring approval by AFCEC/COMX prior to starting work.

• FAT is required for contractors without existing FAT approval and recent delivery history.

• FAT process to be coordinated through AFCEC/COMX for form, fit, function, and configuration conformity.

• FAT Approval must be obtained no later than 285 calendar days after contract award.

• PDF file drawings due within 60 days of contract award; government review within 15 days.

• First article submission due no later than 180 days after receipt of government drawing review.

Solicitation / RFP / RFQ

This solicitation is for the procurement of 80 units of BRAKE CARRIER ASSEMBLY, P/N: 52E901-1 Rev G, with Yellow Zinc Chromate Plating IAW the attached Statement of Work. The acquisition is being conducted using Simplified Acquisition Procedures (SAP) pursuant to FAR Part 13.

• Pricing Arrangement: Firm Fixed Price.

• Delivery Schedule: 80 Each, within 465 Calendar Days from Date of Award.

• FOB: Destination.

• Offer Due Date: 17 Feb 2026, 01:00 PM Local Time.

• Offers must be submitted in two volumes: Volume 1 - Price and Volume 2 - Technical.

• Volume 1 (Price) requires proposed pricing for CLIN 0001, including unit price, extended price, and all transportation and delivery charges.

• Volume 2 (Technical) requires a Technical Approach detailing tools, equipment, personnel, and facilities, and documented evidence of First Article Testing (FAT) approval or a detailed schedule for FAT milestones.
