Purpose & Scope

The USACE plans to solicit proposals for the construction of a new Hydrant Fueling Facility. As part of this construction, the solicitation will include a requirement for Alerton DDC equipment, specifically global controllers and Programmable Logic Controllers (PLC) for the Energy Management Control System (EMCS).

Justification

The justification for specifying Alerton DDC is that Fairchild AFB currently utilizes this system for centralized, remote management of all facility systems (heating, ventilation, cooling, etc.) across the base. The new facility must seamlessly integrate with the existing Alerton Compass software and management system to avoid substantial duplication of costs associated with training, reprogramming, and installation of a different DDC system.

This is not a solicitation for competitive proposals. However, any interested party capable of providing a brand name or equal solution for the Alerton DDC system is encouraged to submit a capability statement. Submissions must be in writing, contain sufficient detail to demonstrate capability, and comply with Provision 52.225-12 (Notice of Buy American Requirement-Construction Materials Under Trade Agreements) and Clause 52.225-11 (Buy American-Construction Materials under Trade Agreements).
