This is a combined synopsis/solicitation for commercial supplies, prepared in accordance with FAR Subpart 12.6 and FAR Part 13. It serves as the only solicitation, and quotes are requested. The government is procuring Brand name Generator surface air cooler gaskets, specifically Garlock MULTI-SWELL(TM) Style 3760 Compressed Fiber Gasket, Synthetic Fiber with Proprietary Rubber Binder, 0.125 Inch Thick, NSF 61 Certified.

• Technical capability must be demonstrated with spec sheets/information brochures.

• Quotes must be submitted via email; oral offers will not be accepted.

• Questions due by 21 January 2026, 12:00 PM Pacific Time.

• Quotes due by 25 January 2026, 5:00 PM PST.

• Evaluation will be based on two factors: Acceptable/Unacceptable technical capability and Price (completeness and reasonableness).

• This solicitation is a 100% Total Small Business Set-Aside.

• Small Business Size Standard: 600 Employees.

• Unit 1-2 Cooler Header Supply Gasket: Includes dimensions, material specifications (Garlock Multi-Swell 3760), stock size (0.125" thick), and part number (874U1-2-116).
• Unit 1-2 Cooler Header Return Gasket: Includes dimensions, material specifications (Garlock Multi-Swell 3760), stock size (0.125" thick), and part number (874U1-2-118).
• Unit 3-10 Cooler Header Supply Gasket: Includes dimensions, material specifications (Garlock Multi-Swell 3760), stock size (0.125" thick), and part number (874U3-10-110).
• Unit 3-10 Cooler Header Return Gasket: Includes dimensions, material specifications (Garlock Multi-Swell 3760), stock size (0.125" thick), and part number (874U3-10-120).
• All gaskets are specified to be 0.125" thick and made of Garlock Multi-Swell 3760 compressed fiber gasket material.
• Drawings include overall dimensions, bolt hole patterns (12X Ø5/8" thru all), and radii.

Bidders must use these drawings and specifications to accurately quote or provide the correct cooler header gaskets as required for the opportunity. The part numbers, dimensions, and material specifications are critical for ensuring compliance with the government's requirements.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure replacement generator surface air cooler gaskets to address ongoing seal issues and prevent future forced outages caused by leaks resulting in water in the generator barrel at Bonneville Lock and Dam.

• Provide new gaskets matching the design and dimensions shown on attached drawings.

• Gasket material must be Garlock MULTI-SWELL™ Style 3760 Compressed Fiber Gasket, Synthetic Fiber with Proprietary Rubber Binder, 0.125 Inch Thick, NSF 61 Certified.

• The provided drawings are for quote generation; the contractor is not responsible for drawing them. A .dxf file will be provided at award.

• Specific quantities required are: 48 each U1-U2 Gasket, Header Side; 48 each U1-U2 Gasket, Return Side; 216 each U3-U10 Gasket, Header Side; and 216 each U3-U10 Gasket, Return Side.

• Delivery is required within 4 weeks of the award date.

• Delivery hours are Monday through Thursday, 7:00 am to 4:00 pm, excluding federal holidays.

• Delivery Location: US Army Corps of Engineers, Bonneville Lock and Dam, Interstate 84 Exit 40, NE Bonneville Way, Cascade Locks, OR 97014.

• Invoices shall be submitted to the USACE FINANCE CENTER at 5722 INTEGRITY DRIVE, WILLINGTON, TN 38054-5005.

• Electronic copies of invoices should also be sent to CEFC-G2INVOICES@USACE.ARMY.MIL and roger.a.montavon@usace.army.mil.
