Justification for Other Than Full and Open Competition

This document justifies an exception to full and open competition for the procurement of an HP Latex R530 64-inch Wide-Format Rigid and Flexible Latex Flatbed Printer and associated accessories for DLA Document Services at Travis AFB, CA. The procurement includes delivery, installation, IT accreditation support, training, and five years of on-site service and maintenance.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure one (1) HP Latex R530 64 Inch Wide-Format Rigid and Flexible Latex Flatbed Printer for DLA Document Services at Travis AFB, including delivery, installation, configuration, and a 5-year on-site maintenance support plan. This also includes the removal and recycling of the existing HP Scitex FB700 Flatbed Printer.

• Procure and deliver the HP Latex R530 Printer Bundle, including the printer, printheads, maintenance kits, user manuals, and initial ink cartridges.

• Provide standard delivery, installation, training, and ramp-up.

• Provide 5 years of full on-site service and maintenance, inclusive of the standard 12-month manufacturer warranty. This service must be performed by HP Latex R-series certified technicians and includes on-site repair, labor, travel, and replacement parts (excluding consumables).

• Network configuration and IT security accreditation.

• Training for operators and IT personnel.

• Removal and disposal of the existing HP Scitex FB700 Flatbed Printer.

• Ensure all hard drives from both old and new devices are removed and turned over to DLA.

• Equipment must be maintained to ensure minimal downtime and reliable production performance.

• Invoices submitted via WAWF, payment upon full installation, training, and connectivity.
