This is a Combined Synopsis/Solicitation (RFQ SPMYM326Q2003) for commercial items, prepared in accordance with FAR Part 12 and Simplified Acquisition Procedures (FAR 13). The Portsmouth Naval Shipyard is seeking responses from qualified sources for a requirement that is brand name mandatory to Leidos due to proprietary part manufacturing. Quotations for different manufacturers will not be considered.

• Specific requirements are detailed in the RFQ Form found in the attachments.

• Offerors must complete and include provisions 52.204-24, 52.204-26, 252.204-7016, and 252.204-7019 with their offers.

• Vendors must list the country of origin for each line item.

• The solicitation incorporates provisions and clauses effective through FAC 2025-06 and DFARS Change Notice 20251024.

• A list of applicable FAR, DFARS, DLAD, and Local clauses and provisions is provided, including specific requirements like NIST SP 800-171 DoD Assessment Requirements (252.204-7020).

• A deviation clause (252.232-7998) addresses obligations in advance of Fiscal Year 2026 funding.

• Evaluation criteria is Lowest Price Technically Acceptable (LPTA).

• Vendor responsibility will be determined using PPIRS and screened in accordance with FAR 9.104.

This is a Request for Quotation (RFQ) for the procurement of "INSERT, NPH; BR8-1A10072-50124EA". The item is a Hull Insert, Type H, Non-pressure, P/N BR8-1A10072-501 (MOD), modified to EB-5150 & T9074-BD-GIB-010/0300 in lieu of MIL-S-21952. Material is HY-80. Drawings are available upon completion and signing of a Security Agreement and submission of a valid DD 2345.
