Rationale & Competition
The NRD is currently hosted on AWS, and DHA's infrastructure is configured to support it. Transitioning to other cloud providers would require significant IT modifications, data migration, and a new Authority to Operate (ATO), estimated to take 9-12 months and cost hundreds of thousands of dollars. Market research identified eight (8) WOSBs approved as AWS resellers. The Contracting Officer has determined to compete this requirement as a 100% WOSB set-aside on NASA SEWP, with future follow-on requirements also being competed. Cost will be determined fair and reasonable through price competition, analysis, and historical pricing.
