Justification and Approval (J&A) for Other Than Full and Open Competition

This document justifies the procurement of a specific Flowserve check valve (Part Number 2134-5 MOD) as a brand-name item, using other than full and open competition. The valve is a direct replacement part for the USS Blue Ridge and is required for the repair of the main condenser scoop injection.

• Required Delivery Date (RDD): 30 April 2027.

• Contract Type: Firm-fixed-price supply contract.

• Estimated Value: $500,000.

• Funding: Fiscal Year (FY) 2026, Operations and Maintenance, Department of The Navy funds.

• Flowserve Corporation owns the proprietary design and data for the valve.

• No other manufacturers offer an authorized alternative that meets the form, fit, and function requirements.

• The government does not own the drawings, preventing other manufacturers from designing a replacement.

• Flowserve does not sell directly to the government; procurement will be through authorized distributors.

• Market research conducted from January 2026 – February 2026.

• Mandatory sources (AbilityOne, GSA, UNICOR) checked and did not have the item.

• Contracting Officer will publish notices per FAR 5.201.

• Previous procurements of similar Flowserve check valves by the Department of The Navy were through authorized distributors.

• Not applicable, as this is other than full and open competition.

• The item is a direct replacement part for the USS Blue Ridge.

• Legal review conducted on 19 FEB 2026.

Solicitation / RFP / RFQ

This solicitation is for a BRAND NAME requirement for the procurement of OEM Flowserve Corporation "Check Valve" Part(s), in support of SRF-JRMC. The government anticipates awarding a Firm-Fixed Price Supply-Type Purchase Order.

• The primary item is a "36" X 38" -30# Tilting Disc Check Valve" with Flanged Ends and Monel Trim. Specifics include Valve Drawing/Item#: 2134-5, SPEC: ASTM B369/B369M, Unit Weight: 1627 LBS, Pressure Class: 30 PSI, and Body/Cover/Dis Matl: CU-NI 70-30.

• The contractor shall provide DoD unique identification or a DoD recognized unique identification equivalent as per DFARS 252.211-7003.

• Pricing Arrangement: Firm Fixed Price.

• Delivery is required on or before April 30, 2027.

• The delivery destination is SRF AND JRMC YOKOSUKA, FPO AP 96349, UNITED STATES.

• Transportation costs are paid by the Government, with delivery terms Free On-Board (FOB) Origin.

• Offerors must submit quotes in response to Solicitation Number N0040626QS252.

• The offer due date is March 31, 2026, at 12:00 PM local time.

• Questions regarding the solicitation must be submitted two (2) days prior to the closing date to Walid Aslan (walid.m.aslan.civ@us.navy.mil).

• Evaluation will be based on the most advantageous offer considering technical aspects (including delivery date), price, and past performance, in no specific order of relative importance.

• All exceptions to the solicitation's terms, conditions, and/or specifications must be noted; otherwise, it will be assumed that no exceptions are taken.

• This acquisition is UNRESTRICTED.

• Interested authorized distributors must submit an authorized distributor letter/documentation from the OEM (Flowserve Corporation) with their quotes.

• Companies must be registered in SAM (System for Award Management) to receive an award.

• Invoices will be submitted via WAWF (Wide Area WorkFlow).

• The government will arrange for transportation and pay all associated costs through the NAVSUP WSS Shipment Processing office.
